NAVFAC TSA Senior Analyst

Senior Training Analyst with experience in Navy manpower, personnel, and training (MPT) requirements analysis, planning, and solution development that identify the resources and requirements in support of new or modernized weapon system acquisitions. Job responsibilities include, but are not limited to:

• Reviewing, analyzing and preparing written reports on MPT logistics/technical studies, analyses and concept documents.
• Providing technical and MPT support for the overall planning an execution of logistics requirements associated with development, acquisition and life cycle support of systems and equipment in compliance with DoD instruction guidelines.
• Reviewing current DoD and Navy instruction and guidance concerning acquisition programs and procedures for logistics requirements and impacts; identifying and accessing impact on current and planned equipment development and acquisition efforts relative to management considerations.
• Providing recommendations to ensure compliance/agreement with instructions and guidance to develop alternative procedures, to minimize manpower and skill requisites, where needed.
• Reviewing Technical Training Equipment (TTE) requirements and On-Board Training (OBT) requirements and verifying funding categories and determining schedule impacts.
• Reviewing and analyzing maintenance data on deployed systems and equipment to determine post-production support requirements.
• Oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.
• Must have excellent writing skills and attention to detail.
• Must have or be able to attain a secret clearance.
• May be required to travel several times a year.
• Candidate must be a US citizen with a qualifying background investigation (NACLC or higher) within the last 10 years to meet eligibility requirements for an IT Level II Common Access Card (CAC).
• Must be able to work independently with minimal supervision.
• Will work closely with NAVFAC TSA customer

Education and Experience:

• Minimum of 10 years of professional experience in applying DoD, OPNAV, SECNAV, and Naval Education and Training (NAVEDTRA) regulations and policies affecting MPT development and implementation, and training course development, conduct and training assessment.
• Experience using and management tools such as: Human Analysis Requirements Planning System (HARPS), Fleet Training Management Planning System (FLTMPS), Instructional Systems Design (ISD), Planning, Analysis, Development, Implementation Evaluation (PADDIE).
