GDIT is searching for an Earned Value Management (EVM)/Financial Analyst with Deltek Cobra experience.
This person will deploy the cost control system, which monitors and controls cost and schedule on contracts requiring a validated EVM system. They will perform analyses and the preparation of reports in order to ensure that contracts are within negotiated and agreed-upon parameters using industry best practices and government cost control guidelines.
The ideal candidate for this position will possess expertise in Earned Value Management and maintain accountability for the following:
• Provide program plans to ensure contractual requirements and statement of work deliverables are captured and scheduled • Follow compliance with the current EIA 748 standard • Incorporate contractual changes into program established control systems • Development and control of the Performance Measurement Baseline • Produce monthly Contract Performance Reports (CPR) Formats 1, 2, 3, 4 and 5 • Assist the team with monthly Estimate to Complete (ETC) updates • Incorporate sub-divisional or Subcontract data into a collective Contract Performance Report (CPR) or Integrated Program Management Report (IPMR). • Implement and document monthly Baseline Change Requests (BCRs) • Perform monthly Cost and Schedule integration checks • Create and maintain internal process documentation and procedures
Qualifications: The ideal candidate will:
• Possess a good understanding of Earned Value Management (EVM) and industry standards (EIA 748 current version) • Have experience using MS Excel, MS Project, and Deltek Cobra • Have experience preparing and maintaining EVM artifacts such as: Work Breakdown Structure (WBS), Organizational Breakdown Structure (OBS), Basis of Estimate (BOE), Responsibility Assignment Matrix (RAM), Work Authorization Document (WAD), Control Account Plans (CAP) • Experience in preparing for and participating in Integrated Baseline Reviews (IBR)
Experience: 10+ years of related experience, with at least 5 years of hands-on Earned Value Management related experience
