US Battlefield Information Collection and Exploitation System eXtended (US BICES-X) is a cutting edge program supporting DoD intelligence information sharing on current and emerging global threats to mission and coalition partners and emerging nations. With an internationally dispersed team supporting each combatant command, the US BICES-X team is in direct support of the warfighter and their missions. The intelligence project manager provides intelligence analyst subject matter expertise and coordination efforts to assigned projects as follows:
Facilitate, manage and execute project activities from complex tasks that may include enterprise systems integration, data maintenance and migration, and other analysis of projects.
Identify risks affecting intelligence project performance and support development of alternative courses of action or recovery on slipped schedules.
Work closely and effectively communicate with staff members and the client to ensure efficient and accurate schedule developments and updates.
Work closely with the programs project portfolio managers and government clients to develop intelligence related project estimates (schedules, cost estimates, materials, services, etc.) to meet the clients requirements.
Review programs of records and customer documented/submitted requests to establish the best courses of action regarding applications to fulfill the intelligence cycle requirements.
Identify intelligence gaps within the program and research/test/implement tools to present to the customer for potential US BICES-X implementation.
Coordinate with Program and CCMD personnel on intelligence activities and processes to refine the level of support required
Attend industry conferences and stay abreast of new tools/applications to support Coalition information sharing initiatives.
Analyze intelligence tools and services to assess their efficacy in meeting users requirements and adherence to enterprise data standards
Serve as a US BICES SME to intelligence professionals at specified joint exercise planning events
Provide regular updates to program staff on the US BICES-X intelligence capabilities to meet tactical, operational, and strategic intelligence requirements
Coordinate with outside agencies, suppliers, and customers to analyze requirements for current/new intelligence tools and Coalition data to be added to the network.
Participates in the development of technical project plans, proposals, reports, and task order and administrative reporting related to intelligence tools on US BICES-X
Provides intelligence subject matter expertise to MOU/MOA/SLA document development
Participates in special projects as required
5+ Years of experience
Must possess and maintain a Secret Clearance with the ability to obtain a TS/SCI clearance
BA/BS degree or equivalent work experience required.
ITIL V4 Foundation within six months of hire.
Experience with and the ability to develop, maintain and report on project plans and schedules.
Excellent oral and written communication skills, especially in a client interaction context.
Effective administrative and organizational skills
Experience with Microsoft Office Suite/Tools including Word, Excel, PowerPoint and SharePoint.
At least 5+ years of experience leading intelligence focused project teams.
Experience with DoD Coalition information sharing, NATO, MPE, JIE, or other interoperability programs, standards and systems.
Understanding of cross domain simulations and processes.
Demonstrated understanding of DoD information technology systems, tools, process, or organizations.
Can take direction from several individuals as well as work on a variety of projects simultaneously.
Depending on job assignment, additional specific certifications may be required.
This position may be required to complete short-term deployments to austere locations worldwide
The work is typically performed in an office environment, which requires normal safety precautions; work may require some physical effort in the handling of light materials, boxes or equipment.
