GDIT is seeking a Junior Program Analyst with Quality Assurance  experience to join our team supporting the U.S. Department of Energy’s (DOE) Office of the Chief Financial Officer (OCFO), Office of Corporate Information Systems to provide Operations and Maintenance (O&M) Support Services of their Corporate Business Systems (CBS O&M). As the analyst supporting the DOE CBS O&M program, you will support DOE’s Corporate Business Systems, used by over 14,000 users to fulfill the agency’s mission to promote energy independence, progress scientific research, and protect the nation through nuclear security.  

You will be part of a 60+ person team supporting DOE on multiple task orders under our Blanket Purchase Agreement (BPA). BPA services include task order management, database management, IT security, Tier 1 help desk, support of various business applications for financial management and acquisitions management, and business intelligence. Services on this single award BPA with a Period of Performance through early 2028 will be performed at the DOE office located at 20300 Century Boulevard, Germantown, MD, 20874. In this role, a typical day will include:

  • Support leadership in the definition of the program’s overall quality management plan and processes. Supports program management in monitoring quality control activities and assessing program conformity to established standards, processes, and plans.
  • Under direction of the Program Manager, establish and maintain quality related processes and deliverables. Reviews program deliverables and technical processes for compliance with applicable standards and program requirements.
  • Support process and work product audits and reviews, contributes to the completion of quality assurance projects, contributes to the performance of quality assurance tests and certificates of analysis. assesses potential risks and compliance issues and provides recommendations.
  • Implements quality standards and executes compliance on every stage of the process, liaises with external vendors, contractor’s, or suppliers to ensure services meet the program’s quality standards.
  • Monitors and develops quality assurance strategies and plans, coordinates and performs quality trainings and documents the quality testing process.
  • Administer compliance with the customer’s Quality Assurance Surveillance Plan (QASP). Conduct quality planning, monitoring, and control activities across multiple task orders. Coordinate these activities with Task Order leads.  
  • Administer contract deliverables, and work products including standard operating procedures (SOPs), job aids, training materials, functional and technical design documents, and knowledge articles, reporting on deliverables coming due and missing deliverables. 
  • Serve as primary liaison between program management and Federal Civilian Division Quality personnel. 
  • Serve as the program’s primary Point of Contact for the GDIT Program Support Center regarding CMMI appraisals.  Assist Program Manager with ensuring program is compliant with CMMI processes, including appropriate documentation and artifacts.  Maintain program CMMI tailoring worksheets. 
  • Performs a variety of administrative tasks in support of a program. support continual service improvement (CSI) identification and tracking. Supports the Program Manager in developing and maintaining a Project Management Plan and Quality Management Plan


  • Education: Bachelor’s degree in Computer Science, Information Systems, Engineering, business, Management, Physical Science, or other technically related discipline or 4+ years of directly applicable experience in lieu of a Degree.


  • 2+ years of relevant Federal contracting experience in the following:
    • Exposure to quality management processes such as quality planning, quality control and quality assurance.
    • Experience participating in a continuous improvement project. 
    • Experience preparing and editing presentation materials/briefings.
    • Excellent oral and written communication skills with experience in interaction with team members
  • Problem-solving skills, the ability to learn new processes. Manage multiple assignment’s and adapt to changing priorities.
  • U.S. Citizenship is required and you must be able to obtain and maintain a DOE Clearance and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting


  • Exposure to CMMI, ISO 9001
  • Lean Six Sigma, or training courses related to Lean
  • Experience with SharePoint
  • Previous experience working with/for a federal agency, or Department of Energy specifically.
