Command Center Operations &  Planning Analyst - Pentagon

Essential Job Functions:

  • Supports the Joint Staff J3 National Military Command System (NMCS) Operations Division on all aspects of NMCS and continuity program planning and operations, to support existing and evolving Chairman of the Joint Chiefs of Staff (CJCS) requirements, DoD and National presidential direction related to the NMCS and continuity.
  • Serves as an Action Officer providing a wide range of tasks and subject matter expertise to develop, maintain, train, assess, execute NMCS and continuity programs
  • Develops concept of operations papers; writes policy documents (e.g., CJCS instructions, manuals, guides)
  • Reviews and assesses internal and external policy and planning documents for formal Joint Staff coordination efforts.
  • Writes/updates operational orders to describe NMCS and continuity plan implementation (e.g., Chairman Joint Chief of Staff COOP Operations Order 3-CY, Joint Emergency Evacuation Plan 1-CY, Survival Mobile Command Center 2-CY)
  • Develops/writes checklists, procedure cards, and other tools to support plan execution
  • Develops and maintains training materials to support program 
  • Conducts training on program for Joint Staff and other support personnel
  • Coordinates and supports transportation program to support emergency evacuation of key leaders and resources from the National Capital Region (NCR).
  • Supports Staff Assessment and Assistance Visits on NMCS/continuity matters
  • Supports NMCS governance forums
  • Designs, plans, supports and executes annual exercises executing NMCS, CJCS continuity and transportation plans, annually.
  • Supports implementation of CJCS plans under exercise conditions and real world events such as the state of the union and national special security events.

Required qualifications:

  • Bachelor’s degree from an accredited college or university.
  • Top Secret/SCI Eligible clearance
  • Minimum of 3 years’ experience working on the Joint Staff
  • Minimum of 3 years’ experience in NMCS/continuity planning at the Joint Staff, Service Headquarters or combatant command
  • Minimum of three (3) years’ experience in joint, strategic, or operational planning.
  • Strong writing and analysis skills
