Job Responsibilities: Provides technical, administrative, and operational management of assigned quality control processes, project or tasks across a wide variety of the functional areas associated with the Regional Training Site- Medical program. The Quality Control Manager (QCM) directly supports the Program Manager (PM), but reports directly to the Program Director. The QCM works closely with the Program Manager & the supported Site Managers to independently ensure that all of the site’s programs and processes are functioning in accordance with the Program Work Statement (PWS ) requirements, established DoD and Army regulations and standards, and with applicable local policies and procedures.
Supervises, directs and manages the workload and activities of the three site Safety and Quality Assurance Representatives who support and assist their corresponding Site Director and Site Manager in developing, managing and applying appropriate quality standards throughout the sites, in accordance with company, program and customer requirements.
This position requires a broad understanding of the program’s operational and functional areas of motor maintenance, medical equipment maintenance, supply, logistics, and training administration. The QCM will operate in a capacity similar to an Inspector General in the areas of program compliance, standardization and auditing.
Coordinates development of deliverables and products. Ensures quality assurance of project deliverables.
Frequently schedules, coordinates and conducts compliance checks and inspections all across the three site’s many functional areas of operations.
Responsible for the programs Safety and QC Plans, and all QC reviews and reports per the PWS.
Responsibilities are expected to include participating in the development or revision of local policies, processes and procedures (even where some may not currently exist) across all of the site’s functional areas to ensure that appropriate regulations and standards are met. Additionally, that may include being able to incorporate acceptable modifications to standard practices and policies into the procedures and processes of the site’s functions, when conditions at the site or training areas prohibit strict compliance.
These modifications will involve significant research and coordination with several program personnel and external agencies. The ability to operate independently, within the broad parameters of the intent of the program, and with little direct supervision is anticipated. Possessing the talent and social skills to effectively communicate, both orally and in writing in the conduct of these responsibilities, especially while conducting inspections, assessments, advising, assisting, and in providing feedback and results, cannot be overstated.
The QCM supports the PM to ensure: compliance with the Government approved QCP; accurate and proper documentation as well as quick and appropriate corrective actions regarding QC issues; safety requirements for both personnel and equipment are met in accordance with the approved Safety Plan.
Manages the risk tracking process.
Ensures the proper maintenance of appropriate electronic or physical library of the site’s regulatory and policy references.
Supports the PMOs Training and Sustainment Managers in their respective functions to ensure standardization and best practices across the program, and that they comply with PWS requirements.
Prepares reports and collates statistical data relating to program safety, training, maintenance, supply accountability and quality operations and performance.
Adheres to ethical, behavioral and professional standards.
Participates in special projects as directed/required.
Develops and participates technical project plans, proposals, reports, and task order and administrative reporting as directed/required. Education: BA/BS (or equivalent experience).
Experience: Requires 5 years of related experience in similar programs. Two or more years of education or experience in inspection, evaluating and coordinating unit level programs and policies across a number of operational and functional areas. Ability to apply safety and occupational health laws, regulations, principles, theories, practices and procedures to advise or resolve technical matters dealing with occupational safety and health requirements, to a large program is desired. Knowledge of Army safety, occupational health, and risk management programs; in the classification and categorization, treatment and disposal of solid waste, hazardous waste, and biomedical waste IAW applicable laws, regulations, and policies; in Emergency Response Plan development and implementation; in the practical application of the Armys Risk Management Framework; and in Army physical security program are all a plus. Additional experience with Army training, maintenance (both biomedical and non-medical equipment and vehicles), supply accountability, military medical units, especially combat support hospitals is highly desirable.
Unique/Additional Requirements: Advanced knowledge of the principles, methods, processes, and applicable regulations involving safety in supporting military training & operations. Knowledge of 29 CFR OSHA standards and the contractual requirements of customers. Knowledge of state and federal safety and environmental regulations. Must be able to identify workplace hazards.
Must have a valid driver’s license. Effective communications skills. Microsoft Office skills including PowerPoint, Word and Excel..
