This position is responsible for executing all activities of the contract.

Description of Labor Category:

The Project Manager serves as the contractor’s single contract manager and shall be the contractor’s authorized interface with the Government Contracting Officer (CO), the Contracting Officer’s Representative (COR), and government management personnel. He is responsible for all technical and managerial aspects of contract performance including implementation, technical assistance and life-cycle support of all MSC programs supported. The project manager shall have authority over the resources necessary to accomplish the work; provide information technology expertise and have communications skills to be able to interface with all levels of management; establish policies and procedures for achieving the standards required for contract performance; assign, schedule, direct and control work effort of technical and functional specialists; ensure conformity of work to prescribed standards; approve correspondence which expresses the contractor’s policy, performance status, schedule and funding estimate

Responsibilities:

  • Provides overall direction of program activities; responsible for organizing, directing, executing and managing all aspects of contract operational support functions involving multiple complex and inter-related project tasks that often require managing teams of contractor personnel at multiple locations.
  • Manages and maintains contractor interfaces with the senior levels of the MSC organization.
  • Single point of contact with MSC and authorized interface with Government CO, COR, and government management personnel in communication issues, concerns or problems for the program.
  • Consults with customer and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations.
  • Responsible for all technical and managerial aspects of contract performance, to include implementation, technical assistance, and life-cycle support of MSC programs.
  • Liaison to GDIT Government Solutions for corporate capabilities reach back.
  • Authority over all resources necessary to accomplish work; assigns, schedules, directs and controls work effort of technical and functional specialists.
  • Establishes policies and procedures for achieving standards required for contract performance; ensures conformity of work to prescribed standards.
  • Approves correspondence which expresses policy, performance status, and schedule and funding estimates.
  • Establishes and maintains technical and financial reports to show progress of projects to management and customers, organizes and assigns responsibilities to subordinates, oversees the successful completion of all assigned tasks, and assumes the initiative and provides support to marketing personnel in identifying and acquiring potential business.
  • Provides IT expertise and interfaces with all levels of management.

Education Requirement:

Shall have a Bachelor’s Degree in Management Information Systems, Computer Science or Mathematics or related quantitative field. Prefer to have a Master’s Degree in Engineering, Computer Science, Mathematics, Management Information Systems, Business Administration, or Project Management.

The following experience is required in addition to the education requirement:

  • General Experience. Shall have demonstrated technical and managerial leadership in the scope and depth of tasks described in the Statement of Work. Shall have fifteen (15) years of experience directly related to the implementation and maintenance of management information systems of which ten (10) years must be specialized.
  • Specific Experience. Shall have, within the general experience requirement, ten (10) years of specialized experience that includes: complete project development from inception to deployment; proven expertise in the management and control of funds and resources; demonstrated ability to manage multi-task information systems development projects. Within the ten (10) years specialized experience, shall have five (5) years progressive experience as a senior-level manager of a technical, computer-oriented work force of at least fifty (50) people working through at least two (2) levels of supervision.
  • Specific experience may have been gained concurrently with General Experience.
  • A secret clearance is required
  • Must be a US Citizen
