GDIT is seeking a Tactical Communications Subject Matter Expert (SME) supporting the DoD CIO Tactical Data Link (TDL) Modernization team. The objective of the team is to promote an agile, robust, interoperable, and collaborative tactical information environment through the exercise of DoD policy and oversight to enable warfighters, intelligence assets, and mission partners to leverage TDLs for secure, resilient, tactical communications in all domains and across all environments. NOTE: Due to the secure work environment this role entails, telecommuting is not allowed and will require the employee to report full-time onsite.
The Tactical Communications SME will support the DoD CIO C3I Directorate in performing a wide range of tactical communications related tasks to include:
Providing comprehensive oversight of the DoD’s TDL radios, waveform development, and security requirements
Developing TDL modernization strategy content to shape the direction of the Department’s TDL efforts
Drafting TDL policy to support the Department in achieving TDL modernization goals and enhancing Joint, Allied and Partner interoperability
Coordinating taskers (CATMS, TMT) with Combatant Command, Service and Agency Staff Officers
Facilitating the tactical interoperability of transport networks and improve communications network planning
Performing engineering and synchronization studies, assessments, and analyses
Facilitating capability development, transition management, and identification of tactical communications issues and developing alternatives for those issues
Establishing and overseeing TDL agreements for sharing communications systems and services with Allies to ensure interoperability
Engaging with key Allies and Partners in cooperative development efforts and demonstrations to improve information exchanges at the tactical edge
Providing subject matter expertise to DoD and Interagency technical working groups with TDL equities
Coordinating vendor capability briefings and evaluate vendor capabilities to provide required TDL products and services
Required Qualifications:
Active TS/SCI clearance
Bachelor’s Degree in a related technical discipline OR the equivalent work experience in lieu of degree.
Minimum 15 years of experience with tactical communications systems
Experience as, or supporting, a headquarters; Joint Staff; or Service staff officer and/or senior leadership
Familiarity with tactical communications vendors and technologies
Familiarity with Joint TDLs, including Link-16, TTNT, Link 22, MADL, IFDL, VMF, and/or related data links
Briefing, and organizational skills, including DoD issuance, strategy or related enterprise document experience
Possess flexibility to operate in a highly dynamic environment while ensuring a high level of operational effectiveness
Excellent oral, visual and written communications abilities
Detail oriented with ability to work well in a team environment
Able to report onsite as indicated above
Desired Qualifications:
DoD 8570/8140 IAT Level III certification (CISSP or CASP+ CE)
Link-16 network design and operations, including Joint Interface Control Officer (JICO) training
Knowledge of Link-16 Cryptographic Modernization, Advanced Capabilities, and associated modernization efforts
Awareness of Joint All-Domain Command and Control (JADC2) and the enabling role of TDLs
Experience with RF waveforms, communications gateways and network development and/or oversight
Experience conducting technical and programmatic research and providing information & decision papers
Knowledge of Open Systems Architecture development and implementation
Experience coordinating, sponsoring, and facilitating large scale technical meetings/conferences
