GDIT is seeking a Oracle BI/ETL Developer – National Nuclear Security Administration (NNSA) to join our team supporting the U.S. Department of Energy’s (DOE) Office of the Chief Financial Officer (OCFO), Office of Corporate Information Systems to provide Operations and Maintenance (O&M) Support Services of their Corporate Business Systems (CBSOM). As the Oracle BI/ETL Developer– National Nuclear Security Administration (NNSA) supporting the DOE Cost Collection Solution (CostEX), Cost Plan (Spend Plan) Solution, Budget Formulation (FormEX), and Advanced Data Visualization Solution (ADViS). You will support DOE’s Corporate Business Systems, used by over 14,000 users to fulfill the agency’s mission to promote energy independence, progress scientific research, and protect the nation through nuclear security.
You will be part of a 60+ person team supporting DOE on multiple task orders under our Blanket Purchase Agreement (BPA). BPA services include task order management, database management, IT security, Tier 1 help desk, support of various business applications for financial management and acquisitions management, and business intelligence. Services on this single award BPA with a Period of Performance through early 2028 will be performed at the DOE office located at 20300 Century Boulevard, Germantown, MD, 20874. (Currently remote due to COVID-19). The National Nuclear Security Administration (NNSA) uses a variety of tools developed using Oracle Application Express (APEX), that are configured to provide the NNSA/Defense Programs (NNSA/DP) with the capability of analyzing mission objectives and planning against execution. The systems encompass activities related to the planning, programming, budgeting, and evaluation processes of the NNSA/Defense Programs and provides critical analysis of mission value to senior leadership. At its core is the ability to develop portfolios of any activities created within the systems and analyze the portfolios in a number of different ways using multi-dimensional analysis capabilities within the tools. The systems provides configurable forms, workflows, and web services that can integrated with other CBS systems.

In this role, a typical day will include:
Understand database design, programming concepts, data modeling, and framework management
Design, develop, and test advanced complex ETL/ELT solutions
Automate a robust data loading processes with exception handling and notification
Support the project team throughout the design, development and testing process
Identify and reuse of ETL components and services to avoid duplicative implementations
Strong knowledge of Oracle database, SQL and analytical skills
Sound knowledge on Data warehousing principles (dimensional and normalized modeling concepts) and Problem solving
Desirable knowledge on ODI Architecture and development in medium to large scale data warehouse environments
Knowledge of performance tuning of SQL queries
Develop block diagrams and logic flow charts
Prepares required documentation, including both program-level and user-level documentation
Enhance ELT/ELT process to reduce operating time or improve efficiency
WHAT YOU’LL NEED:
Bachelor’s degree in Engineering, Computer Science, or a mathematics-intensive discipline that provides substantial knowledge and skill in engineering large, complex projects with a minimum of 5 years of intensive, progressive, and relevant experience in one of the Oracle Application Express (APEX), Unison Prism, or supporting a functional area of the Business Intelligence of ERP applications. Without a degree 6-8 years of relevant experience is required. Two thirds of the experience needs to be in as a Subject Matter Expert supporting a functional area of the Business Intelligence of ERP applications, Oracle Application Express (APEX) or Unison Prism
Experience as a data warehouse/database developer on medium to large-scale data warehouse environments
Knowledge of data warehouse methodologies and ability to develop complex ETL/ELT code to satisfy design objectives
Strong SQL/PL-SQL knowledge
Experience in using Oracle database (11g, 12c), Logical/Physical Data Modeling, Enterprise Data Warehouse Reports and Dashboard (OBIEE), Master Data Management (MDM)
Experience driving continuous improvement of business processes and technical operations
Good team player, able to manage multiple assignments, and adapt to changing client needs
Outstanding written and verbal communication skills with the ability to present to business leaders
Must be able to obtain and maintain a DOE Clearance and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting
Preferred qualifications (optional)
ITIL v3 or v4 certification
Experience with ServiceNow for incident management, problem management, and service request management
Oracle Application Express, OBIEE and Tableau certifications
Previous Department of Energy experience
