GDIT is looking for a detail oriented, personable, multi-tasking Senior Program Analyst to serve in the role of Transition Agreement (TA) Process Manager, providing analysis, technical writing, editing, and support services to the Research, Development, and Acquisition Support Office (RDASO), Office of the Principal Assistant for Acquisition (OPAA), U.S. Army Medical Research and Development Command (USAMRDC)

This position is based out of Ft. Detrick, Maryland.

In this role you will:

  • Manage the collection, tracking and initial quality check of USAMRDC Army and DHP-funded Transition Agreements (TAs) communicating with a wide variety of stakeholders. Support includes document review, version control, validation of program objective memorandum 6.2/6.3 funding plan information, and routing of TAs for leadership review, signature/ concurrence
  • Regularly collaborate with department Chief and RDASO Consultants to interpret policy, determine strategy, updates, and impacts to USAMRDC TA annual requirements
  • Process and track TAs and close out status and upload finalized agreements to the USAMRDC Electronic Data Management System (EDMS) and internal drive
  • Track/aggregate taskers and special project data for reporting
  • Use MS Excel, Visio, Access to analyze and validate data sets and create tracking mechanisms and metrics for reporting
  • Conduct quality editing of documentation (e.g., TAs, memos, slide decks, notes/minutes/directives, web page content, flyers, brochures, lessons learned, etc.) for flow, format, grammar, and syntax IAW AR25-50 the AMEDD Staff Officers Guide
  • Initiate/compose first drafts for cross-functional writing projects and slide decks to meet business requirements and streamline processes; Includes creating or editing read ahead materials and references (e.g., strategy and course of action presentations, timelines, reports, work product summaries; quick reference card edits, guides, workshop curricula) and translating technical jargon/processes to create flows, standard operating procedures, templates, etc. as needed
  • Capture technical discussions and programmatic guidance in meeting minutes/notes
  • Support consistent messaging of USAMRDC programs, demonstrating their alignment to Army/DHA and other stakeholder priorities, including weekly briefings on status of Army/DHP funded agreements/other projects to leadership
  • Participate, brief, or lead meetings discussing status and way forward for TAs or special projects. (e.g., TA Coordination meetings, new TA point of contact orientation, J9 briefs)
  • Coordinate with web page IT support and create/maintain department web pages and promotional content
  • Support curricula development and registrant/ instructor communications
  • Track catalog of courses and edit quarterly flyers/marketing
  • Promote RDASO workshops and other support services


  • Bachelor’s Degree in Business Administration or a related discipline, or the equivalent combination of education, professional training, or work experience
  • 5 + years of related experience
  • Must be an outgoing, self-driven and highly professional individual with experience working with contractor, military and civilian staff
  • Must possess effective communication skills, to include verbal, written and email correspondence, and the ability to work with senior leadership and personnel of higher echelons
  • Proficient with MS Office Suite
  • U.S. Citizen
  • Ability to obtain T1 (Public Trust)


  • Familiarity with the of the DoD Acquisition Process, the DoD 5000.01-02 is a plus
