For the Department of Homeland Security (DHS), GDIT provides enterprise IT services for DHS’s biometric identity management system (IDENT) and the Office of Biometric Identity Management (OBIM) to store, match, share, and analyze biometric and biographic data in support of DHS’s strategic mission. Specifically, GDIT performs operations and maintenance (O&M) of OBIM production and non-production environments and associated OBIM functionality and business systems, including break-fix of current OBIM functional capabilities, security remediation activities, and developmental engineering. GDIT has immediate needs for senior software development and test engineers to support all aspects of our application lifecycle support to OBIM, including software development and test, release and deployment, monitoring and troubleshooting, and reliability engineering. Successful candidates will design, develop, enhance, debug, and implement software; troubleshoot production problems related to software applications; research, test, build, and coordinate the conversion and/or integration of new or enhanced capabilities based on client requirements; design and develop new software or major enhancements to existing software; evaluate software effectiveness; address problems of systems integration and compatibility across multiple platforms; consult with project teams and end users to identify application requirements; perform feasibility analysis on potential future projects to management; assist in the evaluation and recommendation of application software packages, application integration and testing tools; resolve problems with software and respond to suggestions for improvements and enhancements; and participate in the development of software user manuals and technical reports. Additional software development and test responsibilities may include but are not limited to:

  • Participate in all phases of risk management assessment
  • Perform analysis of documented user requirements and direct or assist in the design of test plans in support of user requirements for moderately complex to complex software or IT systems
  • Ensure that the test design and documentation support all applicable client or industry standards, time lines, and budgets
  • Ensure that testing conclusions and recommendations are fully supported by test results, and that project managers are fully informed of testing status and application deviations from documented user requirements
  • Instructs, assign, direct, and check the work of others on a development team
  • Act as a team leader on projects

Required Qualifications & Skills:

  • DHS HQ EOD required to start; must be able to obtain/maintain Final Suitability
  • Bachelors degree and 8+ years experience in relevant fields

Desired Skills / Qualifications:

  • Master’s Degree in computer engineering, systems engineering, computer science, information systems, or related field of study
  • 15+ years of related experience, including 10+ years experience with large-scale, multi-tier architectures comprising highly complex custom and/or commercial software products in C++, JAVA, and PL/SQL programming languages
  • Currency with latest Secure DevOps techniques and tools in automated code scanning, automated testing, continuous integration, continuous deployment, and continuous assessment
  • Experience supporting DHS OBIM
  • Strong IDENT software experience
  • Strong IDENT business and workflow knowledge
