Job Description

GDIT has recently been awarded a project for HHS Electronic Invoicing (E-Invoicing) Implementation for the Unified Financial Management System (UFMS) contract in support of the Department of Health and Human Services (HHS) Assistant Secretary for Financial Resources (ASFR) Office of Finance (OF). We will implement the Department of Treasury’s Invoice Processing Platform (IPP) electronic invoicing solution in the UFMS environment. Additionally, we will implement web services using Oracle’s Service Oriented Architecture (SOA) to integrate the Office of Acquisition’s (OA) Purchase Request Information System (PRISM) with UFMS. Beyond the technical solution, we will support supplier on-boarding, necessary policy and business process changes, and implementation of Organizational Change Management (OCM) activities. This position is currently remote due to COVID-19 and may morph into a hybrid role with on-site support required in Washington DC, SW pending broader GDIT and Federal guidelines.

Job Summary

As part of our OCM team, you will focus on the people side of change, including changes to business processes, systems, and technologies in a rapidly changing environment with a large stakeholder base. You’ll support the creation and delivery of client deliverables that include strategies and plans to maximize the adoption of change initiatives by honing methods of effective and sustained behavior change. The ideal candidate for this role is highly collaborative, inquisitive, detail-oriented, organized, and has a bias for action. You must be a team player and be willing and able to work with others.

Job Responsibilities

  • Under the supervision of the OCM Lead, develop change management and communications materials that comply with client’s organizational change management methodologies.
  • Support communicating organizational priorities to external partners and support the OCM workstream in accordance with the program’s existing and evolving project plans, tools, onboarding, and methods.
  • Organize, conduct, and facilitate change management activities with cross-functional team members and project stakeholders to support the adoption of business transformation efforts.
  • Coordinate and facilitate communication with the project team, client team, and stakeholder community by participating in working sessions, workshops, and coordination meetings.
  • Prepare materials and presentations for meetings with large and diverse stakeholder groups to ensure an understanding of the current process and support the development of change adoption plans.
  • Develop communications materials to support engagement with stakeholders and document previous and planned engagements with stakeholders.
  • Track and report issues that may impact client delivery for change management and training efforts.
  • Support activities related to organizational design and evaluating user readiness in coordination with workstream leads, subject matter experts, project team, and client team.

QUAL​IFICATIONS

Required Skills and Experience:

  • BA/BS, 1-4 years of experience in a professional work environment. Government contracting and/or public sector consulting experience preferred.
  • Experience with strategic change management and/or communications with general knowledge of change management principles, methodologies, and tools.
  • Willingness and aptitude to learn new technologies and change management strategies for a technical system implementation.
  • Exceptional communication skills, both written and verbal.
  • Experience supporting the development of detailed client deliverables.
  • Strong working knowledge of MS tools such as Word, PowerPoint, Excel, and Project.
  • Strong comfort with virtual collaboration tools such as WebEx, Skype, Microsoft Teams, and Zoom.
  • Experience with SharePoint or ServiceNow and digital reporting technologies.
  • Comfort with working in ambiguous situations and ability to work in an agile manner.
  • Candidates must have resided in the U.S. for three of past five years to meet the residency requirement for the project.

Preferred Skills and Experience

  • 1-4 years of experience with program management in the federal government or with government clients.
  • Experience working with HHS, CMS, FDA, NIH, CDC, or comparable large Federal agency.
  • Experience with training materials and conducting trainings.
  • Change management certification (Prosci, CCMP).
  • Project management certification (CAPM, PMP).
  • Knowledge of Oracle Federal Financials.
  • Knowledge of UFMS.
