For the Department of Homeland Security (DHS), GDIT provides enterprise IT services for DHS’s biometric identity management system (IDENT) and the Office of Biometric Identity Management (OBIM) to store, match, share, and analyze biometric and biographic data in support of DHS’s strategic mission. GDIT’s O&M services support break-fix of current OBIM functional capabilities, as well as security remediation activities and developmental engineering (such as prototyping new code or configurations of OBIM functionality). GDIT is seeking a highly motivated IT Life Cycle and ServiceNow Manager to join our Operations Architecture team on this large, complex task order. The successful candidate will oversee and directly supervise the work of functionally-aligned teams/staff: providing Integrated Logistics Support (ILS) and management, Asset Management, and Configuration Management (each performed largely in ServiceNow); supporting client implementation and workflow enhancements of ServiceNow IT Service Management (ITSM) modules and ensuring that teams/staff are aligned to best support and successfully meet GDIT and customer objectives. This individual’s principal performance objectives are: to effectively plan, coordinate, and direct team tasks/activities in these areas; facilitate and ensure efficient and accurate execution of tasks and maintain open and trusted lines of communication with our client counterparts.

Specific responsibilities include but are not limited to:
• Manage ILS, Asset Management, and ServiceNow application teams operational planning and execution, including business requirements and client deliverables.
• May manage the development of standard operating procedures and ensure their conformance with the GDIT and client objectives, policy/procedures, and requirements.
• Document current state and maintain each Service Areas success and capabilities in Asset inventory management.
• Maintain IT Asset Configuration Management policy, standards, and procedures.
• Manage inventory of Configuration Items (CIs), including dependencies and attributes, making sure that modifications, withdrawals, and additions are accurately and properly recorded in both CMDBs.
• Accountable for asset deliverables to include audits (Functional and Physical), reporting, and assigned Service CLINs.
• Maintain centralized management solution and documentation to track the various OBIM IT hardware and software maintenance, warranty, and software license agreements; produce a quarterly Maintenance, Warranty, and License Expiration Report.
• Manage team staffing, including resourcing requirements, interviews and hiring actions, work schedules, onboarding/offboarding, and performance.

Required Skills / Qualifications:
• U.S. Citizenship
• DHS HQ EOD required to start; must be able to obtain DHS HQ Final Suitability
• Bachelor’s Degree and/or 5 years’ experience
• Expertise in IT Asset Management, Configuration Management, and/or Integrated Logistics Support
• Subject matter expertise in ServiceNow modules: Asset, Incident, Problem, Knowledge, Configuration, and/or Change
• Strong knowledge of Supply Chain Management (SCM) and procurement life cycle, including vendor quotes, purchase requisitions/orders, hardware maintenance, software licensing and maintenance, property transfers, shipments, and maintaining accurate records of assets, agreements, and transactions
• Highly motivated, self-directed, and attentive to detail with the ability to effectively prioritize and execute tasks in a dynamic, fast-paced environment.
• Experience facilitating and working in a team-oriented, collaborative environment

Desired Skills / Qualifications:
• 15+ yrs of relevant experience
• Masters degree in computer engineering, computer science, information systems, or related field of study
• Experience supporting large scale, Federal Government IT programs
• Demonstrated ability to lead diverse teams to achieve critical business priorities
• Certifications: ITIL Foundations v3 or v4; ServiceNow Fundamentals, ITSM Fundamentals, and/or CMDB Fundamentals

COVID-19 Vaccination Requirement: To protect the health and safety of its employees and to comply with customer requirements, GDIT may require employees in certain positions to be fully vaccinated against COVID-19. Vaccination requirements will depend on the status of the federal contractor mandate and customer site requirements.

The likely salary range for this position is $120,000 - $180,000, this is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
