The Program Manager will manage and oversee the execution of a federal program to train care providers and federal personnel on policies, procedures, and operations. The candidate will be responsible for leading and managing complex and multi-faceted blended-learning programs.

Duties include:

  • Guide and manage staff in the design and development of instructional materials for all delivery modalities, including instructor-led courses, e-learning courses, web-based and computer-based training, and blended learning solutions.

  • Provide leadership in planning and implementing effective course design, incorporating standard methodologies in the development of learning material and in using technology to deliver courses and training.

  • Remain current with technology related to the development and delivery of instruction and training.

  • Lead discussions with subject matter experts and stakeholders to conduct needs assessments and gap analyses to determine training needs.

  • Work with the customer to design and propose solutions to meet business requirements

  • Serve as the main point of contact for the Contracting Officer’s Representative (COR) and government staff.

  • Directly contribute to program efforts in several areas, including cost management, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.

  • Utilize expert communication skills to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents.

  • Manage a team of subject matter experts, trainers, instructional designers, and business professionals.

  • Provide programmatic and financial reporting to senior GDIT Management.

  • Review invoices and oversee project expenditures.

  • Perform contract administration tasks as needed.

  • Travel to program sites and GDIT headquarters as needed.

Requirements

  • At least 10 years relevant experience with training and instructional design and technology.

  • Ability to coordinate several projects simultaneously.

  • Proficiency in Microsoft Office.

  • Skilled in organizing resources, establishing priorities, and multitasking.

  • Proficient with the ADDIE or SAM models.

  • Outstanding facilitation and communication skills and ability to build strong relationships with the customer.

  • Experience with web-based authoring tools, LMS platforms, content management systems, and courseware development software and tools.

  • Ability to communicate complex information to a variety of stakeholders

  • Strong research, analytical, and critical thinking skills.

  • Strong technical skills.

  • Superior project management and organizational skills.

  • Experience managing a federal contract preferred.

  • PMP Preferred.
