The Lead HR Administration Specialist will provide oversight and support to NSSC HR Administration Services which includes professional HR services to the NASA HR community to include staffing and personnel action processing support.  

Responsibilities & Duties:

  • Provide technical direction and oversight of the development and optimization of HRA and PAP services at the NSSC.
  • Coordinate and provide required training for current and new resources to maintain successful operations within each service activity.
  • Complete and maintain accurate and timely deliverables of contractual documentation to include Service Delivery Guides, work instructions, data requirement documents (DRDs), and procedures related to personnel services.
  • Report on performance standards and service level indicators (SLIs), monitor performance, and initiate corrective actions to meet targets.
  • Provide input on strategic workforce planning and other technical leadership activities for the HR Service Provider (SP) organization.
  • General leadership duties to include: setting priorities, assigning work, monitoring and evaluating performance, providing input to budget needs, coaching and developing employees, approving leave, and taking or recommending corrective/disciplinary actions as appropriate.
  • Provide routine guidance to applicants involving recruitment and will research applicable guidelines to determine the best course of action for a particular staffing situation.
  • Conduct reviews of automated employee and position data prior to processing personnel actions to ensure compliance with Federal and NASA human resources regulations and policy guidelines.  
  • Ensure the review of each new hire personnel action processed within a pay period prior to the end of the pay period to ensure the personnel action was processed appropriately and that all forms are uploaded within the timeframe to avoid having personnel actions that are incomplete. 
  • Ensure quality control of personnel actions, ensure the accuracy in accordance with the NSSC Personnel Action Processing (PAP) Request for Personnel Action (RPA) Submission Guide and ensure that employee and position data are accurately reflected in the appropriate HR systems.

The candidate must have in depth knowledge and experience applying the following technical knowledge/competencies:

  • Federal personnel action processing
  • Competitive Personnel Actions / Non-Competitive Personnel Actions
  • Maintenance of official personnel folders (OPF)
  • Veterans Benefit Programs

Qualifications & Skills:

  • Minimum of 8 years of HR experience, staffing and/or personnel action processing experience preferred.   
  • Leadership experience is required.
  • Knowledge of Office of Personnel Management (OPM) laws, regulations and standards to include The Guide to Processing Personnel Actions, The Guide to Personnel Recordkeeping, the Civil Service Retirement System (CSRS), CSRS Offset and Federal Employee Retirement System (FERS). 
  • Skilled in using technical systems that support Federal HR services.   
  • Experience and knowledge of PC-based computers and software experience using the Microsoft Office Suite including Word, Power Point, Excel, and Outlook.
