GDIT is seeking a Host Manager who oversees, directs, and manages HIGLAS production operations, including file transfer activities between data centers, and batch processing/reporting operations between HIGLAS and Medicare contractors.

The program scope includes support for HIGLAS (based on Oracle eBusiness Suite), HIGLAS Business Intelligence (HBI, based on OBIEE), Consolidated Budget System (CBS, based on Oracle Hyperion) and Oracle Identity Management (OIM) and a portfolio of supporting tools, including a foundation of IT Service Management (ITSM) through the use of the ServiceNow application.

The Healthcare Integrated General Ledger Accounting System (HIGLAS) is a single integrated dual-entry accounting system that standardizes and centralizes Federal financial accounting functions for all of CMS programs. HIGLAS provides CMS with a uniform financial management system which accounts for over $1 Trillion in outlays annually, across multiple lines of business.

Responsibilities and Job Functions include, but are not limited to:

  • Provides leadership, managerial and operational support to prioritize and ensure operations are successfully conducted within production batch processing windows and established service levels.
  • Monitors batch-run operations; publishes daily workloads batch operation statistics.
  • Invokes situation management procedures for any high-impact situation that occurs within operations.
  • Oversees daily production operations activities, including the daily analysis, verification, and reconciliation of application integrity, system integrity, and financial integrity. 
  •  Ensures questions and issues are referred to the CMS’ designated Director, in a timely manner.
  • Responsible for providing functional expertise and operational oversight of HIGLAS Oracle application management across all production operations.
  • Provides managerial and operational support to identify, prioritize and ensure Oracle application operations are successfully conducted. 
  • Assures that operational performance continually meets or exceeds service levels.
  • Responsible for proactively monitoring and maintaining the availability of the application resources to validate that a customer can access their data on demand and without error.
  • Identifies abnormalities and areas of improvement. Responds to automated alerts signaling that an action outside of a threshold has occurred. 
  • Ensures applications are restored to an acceptable and approved state.
  • Assures that application management operational processes are factored in to the design, development, deployment, maintenance, and administration of the HIGLAS Oracle applications and many other 3rd party tools.
  • Responsible for dissemination of operationally essential and critical communications across the HIGLAS Program. 
  • Identifies ways to continuously enhance the Production Operations communications process.


  • Master's Degree and 10 years of experience or a related technical discipline, or the equivalent combination of education, technical training, or work/military experience.

Required Qualifications:

  • Managerial experience in a high volume transactional processing environment with a significant number of direct staff
  • Experience maintaining production schedules and managing/control of substantial IT production operations with responsibility for ensuring established service levels were met.
  • Skill in analyzing complex problems and developing solutions.
