Principle Duties and Responsibilities: (application of General Summary attributes)

Accomplishes results through lower level subordinate supervisors or through experienced exempt employees who exercise significant latitude and independence in their assignments.  Functions as advisor to a unit regarding tasks, projects, and operations. 

Supervises and directs other system analysts in the planning, preparation and delivery of Mission Command training technical support. Develops advanced concepts, techniques, and standards. Provides analytical and technical support to projects involving training, tactical/operational documentation or other efforts requiring technical operations expertise. 

The supervisor’s primary duties consist of performing manual work directly related to the general business operations of the MTC Director as detailed in the statement of work (SOW) and the MTC Director’s customers, military units.  Performance of these duties requires supervisors to exercise discretion and independent judgment with respect to matters of significance within the framework of the approved Event Life Cycle Management (ELM) process.

Analyst Tasks –

Manages the information systems design, development, analysis of digital training computer systems as required to support Mission Command training activities at XVIII ABN Hub and Spoke Mission Training Complexes (MTC). Responsibilities include directing technical support activities that encompass system administration, system engineering, database management, system integration and network-engineering services in support of all on site and site supported training activities that employ digital Mission Command Systems (MCS), Mission Command stimulation systems, simulation systems and virtual training systems. These functions include the installation, maintenance, and control of MCS applications for logistics, intelligence, and fire support as well as the underlying computer operating systems.

Exercise overall quality control over the delivery of systems technical support provided by the Technical Support Branch (TSB) in the setup, configuration, and integration of computer servers, MCS, simulation and stimulation (SimStim) systems, and supporting information systems in accordance with user specified technical architectures, within reconfigurable battalion and brigade tactical operation center training environments. Ensure that these systems conform to baseline specifications as dictated by branch standard operation procedures and guidelines and that all MCS, SimStim systems and training support systems have been installed with the most current supported revision of software as needed for MTC supported training events.

Provide mentorship, guidance, training and work leadership to system technologists with less experience and understanding of specific functions, MCS, SimStim systems or operating systems.  Consult with system integrators, system administrators, and computer specialists from other staff sections and organizations to design optimized system architectures in support of training.

Manage system resources within the TSB in support of approved training to ensure that technical requirements are met, which includes hardware as well as software for all training events on all tactical battle command systems, simulation interface systems and supporting systems. Perform routine system analysis to determine appropriate technical procedures and solutions for optimum use and management of equipment. 

Ensure that system analysts maintain sufficient breadth and depth of knowledge regarding the installation, and configuration of specific MCS, SimStim systems, and staff collaboration systems hardware and software used on site. 

Maintain contacts with technical and management authorities involved in training, developmental, and other activities related to battle command systems, constructive training systems, and virtual training systems

Communities of Practice: System analysts are assigned primary Duties and Responsibilities within one or more Functional Areas (FA) of one of the Communities of Practice (CoP) listed below with mutual support requirements across all CoPs.

Individual Training: Mission Command (IT: MC)

Installs, configures, and troubleshoots the network infrastructure, C2 hardware and software, and designs and executes C2 architectures in support of the classroom-training environment.

Provides technical expertise to acquire, install, operate, integrate, and troubleshoot training and exercise systems within the classroom-training environment.

Performs all hardware and software upgrades and new installs during scheduled downtime or at the discretion of the government, and in coordination with the Individual Training supervisor. Tests and validates, prior to use in an exercise, the hardware and software installs and upgrades integrated during scheduled downtime.

Coordinates with Individual Training TIs to resolve problems with an emphasis on minimizing the impact on classroom training.

Collective Training: Mission Command (CT: MC)

Installs, configures, and troubleshoots the network infrastructure, C2 hardware and software, and designs and executes C2 architectures in support of the reconfigurable Tactical Operations Center (TOC) Collective Training environment.

Coordinates with customer unit representatives to resolve interconnection and integration issues between military systems and MTC systems and servers.

Assists customer unit system operators with MTC specific configuration issues as needed.

Executes comprehensive operational procedures for an integrated federation of MC systems and simulation / stimulation systems. Configures system interface nodes supporting end-to-end connectivity and tactical message flow. Monitors the real-time operational status; tests hardware architecture and software for the conduct of staff training employing numerous LVCG+MC capabilities as applicable.

Collective Training: Gaming / Simulations (CT: G&S)

Installs, configures, and troubleshoots the network infrastructure, G&S hardware and software, and designs and executes G&S architectures in support of the simulations environment.

Plans, builds, distributes, and tests G&S databases and supporting configuration files in support of LVCG+MC integrated exercises.
