Candidate must be located near Houston, TX area in order to conduct field work in the greater Houston Area.

Primary Duties and Functions:

  • Pulls daily case aging and lead status data and conducts reviews of:
    • Cases with one or two open leads that might be completed telephonically
    • Cases nearing the last date to earn an early delivery incentive to determine if any action can be taken to close the case early
    • Cases nearing the expected close date to determine if any action can be taken to close the case on time or with no penalty
    • Cases that are past the due date to determine if any action can be taken to prevent the case from reaching the next penalty level
    • Leads with suspense dates that are beyond the case due date to determine if any action can be taken to close the case by the due date
    • Oldest cases to determine if any action can be taken to accelerate closing of the cases
    • Cases for possible overwork and working directly with the case analyst to correct the overwork and push case to closure
    • Other lists of cases provided by management for special review and closing triage/attention
  • Communicates with and through field managers/supervisors re: any status requests or issues involving employee FIs
  • Reviews add leads, especially those assigned late in the life of the case with suspense dates that are beyond the case due date, to determine what caused the add lead/delay, if the reason may be systemic and if any action can be taken to prevent such late add leads in the future
  • Analyzes “all-in” cases that don’t close to determine why and what action(s), if any, could have caught the reason earlier or led the case to close based on the field work initially submitted
  • Maintains a log of overworked issues and reports them on a monthly basis to the case analyst supervisors, field supervisors and program management
  • Identifies recurring issues or concerns with case coverage, processes or training gaps that are contributing to delays and inefficiencies in completing cases or leads
  • Identifies new efficiencies to increase productivity, quality and timeliness of cases
  • Completes investigative leads as needed to assist case analysts in closing cases (if credentialed)
  • Review completed background interview documentation checking for inconsistencies, errors, omissions, falsifications and minimum requirements to ensure accuracy and completion before beginning initial candidate interview
  • Conduct background investigations by interviewing employers, co-workers, neighbors, law enforcement officials, military personnel, members of the candidate’s family and personal references
  • Prepare detailed and complete interview statements for each person being interviewed in order to allow a reviewer to draw reasonable and logical conclusions about the prospective candidates
  • Prepare documentation for inclusion into a results of investigation package organizing all investigative material in accordance with established procedures
  • Prepares detailed summary of adverse information based upon objective analysis and evaluation of candidate’s background, and interviewee statements, as measured against requirement standards as set forth by the FIS

Staff executing these duties are authorized to interact:

  • Directly with contract investigators (CIs) regarding status of leads assigned and anticipated completion dates
  • Directly with Case Analysts regarding the status of cases and leads, coverage issues, telephonic leads, add leads and reasons, corrective training and necessary escalations
  • Directly with the Field Supervisors when an issue or concern involves an employee FI
  • Directly with an employee FI when that FI’s immediate supervisor is on leave

Secondary Duties and Functions:

  • Completes second-level review of cases prior to the submission to the government
  • Assists in evaluating, analyzing, and assembling final investigative reports in prescribed customer formats


  • Bachelor’s degree and minimum of five (5) years of experience in federal personnel security and related requirements
  • A minimum of three (3) years of experience performing field work completing investigative leads for federal personnel security background investigations at the Top Secret/T5 level and below
  • A minimum of two (2) years of experience reviewing background investigation cases at the Top Secret/T5 level and below for completeness and accuracy against applicable federal standards
  • Ability to quickly review, analyze and select cases for facilitated action to close the case
  • Possession of, or ability to obtain, investigative credentials from DHS CBP and DHS ICE
