GDIT is seeking a Resource/Operations Manager in support of the IBD-SS contract Program Management Office (PMO) located in Alexandria, VA.
An IBD-SS Resource/Operations Manager provides expert technical, administrative, and operational leadership in support of the applicable Government and PMO organizations. At this level, the candidate is typically responsible for managing multiple tasks on a single large program and may supervise up to 25 employees, both exempt and non-exempt and may include one or more subordinate supervisors. Technical difficulty/complexity of assigned tasks/projects may also affect level selection.
Supports the IBD-SS PMO to successfully manage the cost, schedule, and performance of the contract
Performs a variety of program management activities that include, but are not limited to, subcontract management and material purchases; personnel management and accountability; requesting, monitoring, and reporting travel, labor hours, costs, and ODCs tracking; billing and invoicing; preparing, tracking, and disseminating contract deliverables
Manages plans, including budgets and schedules, and monitors tasks to meet contractual requirements for the IBD-SS program
Leads teams to define program’s staffing plans and executes all IBD-SS resource management requirements
Manages the initial screening/evaluation of candidate’s professional experience, education and certifications to ensure compliance with contract’s labor category requirements
Coordinates technical evaluations of personnel's qualifications by subject matter experts; coordinates interviews of candidate personnel with hiring managers
Manages and maintains personnel data and billet information into PMO’s personnel management tool; submits staffing reports to customer stakeholders as required
Leads and monitors subcontractor teammates’ candidate submission and process flow; assists them in use of PMO’s staffing tools and reports; assists in creation of Program Directives for arriving and departing subcontractor personnel for subcontracts administrator
Attends customer meetings and serves as primary client liaison for program’s resource management activities; coordinates development of deliverables and products regarding staffing and personnel actions
Maintains NDAs, certifications, and resumes in the PMO’s document repository and delivers to customer at applicable intervals
Plans for, analyzes, and determines hiring needs based on attrition and customer requirements
Coordinates hiring, reassignments, and terminations with HRBP and recruiters as applicable
Provides expert recommendations to the Program Manager for resource/operations management and ensures compliance with all management policies, plans, and procedures
Experience in a rapid paced, time sensitive, high quality environment
Expert written and verbal communication skills along with expert customer service
Proven ability to multi-task, prioritize commitments, and manage time effectively including attention to detail
Expertise using Microsoft Office applications like Outlook, Word, Excel, Project, PowerPoint, Visio, and SharePoint
Consistently displays comprehensive knowledge of all program support requirements
Import/Export (ITAR/EXIM) compliance experience
Experience with contractor in and out processing requirements for the CONUS Replacement Center (CRC)
Experience with Department of Defense (DoD)/Army plans, policies, standards, and methods aimed at the acquisition and support of military programs and resources for Army systems
Experience with International Assignments; including SOFA, TESA, DOCPERS, DoDDS, GCC Sponsorship, IALs, SPOT, and DoS OCONUS uplifts
Understanding of Corporate Cost Centers
Experience with sub-contractor time-keeping and invoicing
PMP certification is highly desirable
MA/MS with 4 or more years of related Resource/Operations management, including supervisory experience is preferred
BA/BS with 8+ years of experience. Additional years of experience may be considered in lieu of the degree.
Ability to attain a US Secret security clearance
