Our work depends on a Deputy Program Manager- Program Management Office (PMO) joining our team to support the Centers for Medicare & Medicaid Services (CMS) activities at our GDIT Baltimore, MD office (This team is currently working 100% remote. Once COVID restrictions are lifted, you will have the opportunity to telework with manager and customer approval.)

As the Deputy Program Manager supporting CMS’ Healthcare Integrated General Ledger Accounting System (HIGLAS), you will be entrusted to be the right hand of the Program Manager, managing special projects and program budgets, while optimizing operational enhancements and continuous improvements.
HIGLAS is a very large complex system with approximately 3,000 total users, processing an average of 4.5 million transactional claim records per day which equates to over 1.2 billion annually. There are an average of 46,000 new account receivables and 168,000 payments processed per day along with 20,000 queries/reports run daily. Utilizing Oracle Federal Financials as the base application of HIGLAS, it provides CMS with a uniform financial management system to account for over $1 Trillion in outlays for healthcare each year across multiple lines of business.
In this role, a typical day will include:
Collaborating with CMS to sustain operations and maintenance, create innovation, achieve efficiencies, and ensure successful program and financial management.
Maintaining responsibility, accountability and authority for directing and managing the Program Management Office (PMO) services and overall program/portfolio processes and performance.
Managing the day to day operations of the Program Management Office which includes.
Program/Portfolio Management, Financial/EV Management, Schedule Management, Risks/Issues Management, SLA and Metrics Management, Deliverables Management, Quality Assurance and Compliance Management (including 508 and CMMI), Agile Adoption and Roadmap Management, and other program processes like Lessons Learned, Continuous Service Improvements (CSIs), Resource Management, Staffing, Procurement and Asset Management.
Managing the client relationship and delivering as per the Contractual requirements including the Deliverables and SLAs.
Driving performance and delivery across the program/portfolio using the established KPIs and metrics, including identifying and implementing improvements and efficiencies.
Ensuring the consistent and centralized status reporting across the Program/Portfolio in the ServiceNow platform.
Driving the project processes and performance across the functional teams to meet the budget and schedule commitments and deliver successfully.
Managing and driving the CMMI compliance across the program and also any preparation and readiness required for subsequent CMMI Level 4 assessments.
Managing and expanding the Program Management checklists to improve the consistency and delivery of the Special Projects starting with proposal, planning to execution and closing.
Managing PMO projects such as WebCenter Replacement, Agile/DevOps implementation, and other planned goals/improvements.
Providing leadership and guidance for the program proposal efforts including the Option Year awards.
WHAT YOU’LL NEED:
Bachelor’s degree in Computer Science, or related area; (equivalent combination of education and experience such as Master’s and/or combination of technical experience and certifications).
Minimum of 5+ years in a Program Management role on a federal government contract of similar size and contract value.
Experience managing program financials consisting of Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) contract types.
Strong background in PMO Operations including Program/Portfolio Management, Financial/EV Management, Schedule Management, Risks/Issues Management, SLA and Metrics Management, Deliverables Management, Quality Assurance and Compliance Management (including 508 and CMMI), Agile Adoption and Roadmap Management and other program processes like Lessons Learned, Continuous Service Improvements (CSIs), Resource Management, Staffing, Procurement and Asset Management.
Experience managing the client PMO leadership interface including senior levels of an organization.
Experience and ability to manage a program with Earned Value Management (EVM) requirements and compliance of a CMMI Level 4 program for development and services.
Prior experience managing subcontractors cost and performance.
Prior experience working on a program with a base application of Oracle Federal Financials is preferred.
Experience developing Basis of Estimates (BOE) and budgetary estimates is preferred.
Ability to obtain a Public Trust and have resided in the US 3 out of the last 5 years per contract requirements.
Must be a US Citizen or Green Card Holder to be considered for this position.
