Our work depends on a National Industrial Security System (NISS) Service Lead joining our team to support a federal government services contract in Quantico, Virginia.

As a National Industrial Security System (NISS) Service Lead supporting a federal government customer, you will be trusted to provide seamless integration of other DCSA systems and applications, such as Defense Information Security Systems (DISS) and planned integrations with NISP Contract Classification System (NCCS) and eMASS. Provide DCSA with comprehensive enhanced capability to manage its entire mission portfolio. Improve information sharing and collaboration, providing timely and accurate data to field representatives for decision-making. Provide agency-wide metrics to measure and improve agency performance in providing security oversight and the protection of national security.
In this role, a typical day will include:
Provide program and project management functions for NISS sustainment, new development capabilities, and training resources for end users.
Manage resources, funding allocated to NISS, license renewals, and the overall schedule of the NISS program.
Interface between the core NISS team and the greater EITS team to ensure timely collaboration and coordination of efforts.
Ensure all team members have the technical skills needed to complete the project successfully. This includes establishing continuous training for onboarding team members via in-person, webinar, or web-based trainings.
Upgrades to the Commercial product including new features implemented in response to feedback from across other Government and commercial customers.
Sustainment of the deployed cloud instance.
Deliver an Integrated Master Schedule detailing planned versus actual activities (i.e.,project scope, schedule, costs, and product quality).
Provide Risk Management with establishment and maintenance of a Risk Register to include identified risks, qualitative analysis, triggers, and responses.
Provide Meeting Agendas, Meeting Minutes, Action Logs, and Risk Registers in support of weekly status meetings.
Support current DCSA efforts of data normalization through support of collaboration of IC and Federal communities in adherence with the current DCSA data catalog.
Collaborate with the DCSA Cloud Services team to establish a repeatable process to provision cloud environments and confirm that all systems are proactively managed and service levels are maintained.
Collaborate with the DCSA Cloud Services team to ensure NISS-N and NISS-S security configurations, processes, and policies within DCSA eMASS are compliant with RMF policies.
Collaborate with the DCSA Cloud Services team to conduct cloud vulnerability scanning and end point protection services in alignment with DoD Cloud Compliancy.
Collaborate with the DCSA Cloud Services team to utilize innovative and cloud service tools to automate lifecycle management, continuous integration, and deployment to quickly meet changing mission needs.
Collaborate with the DCSA Cloud Services team to maintain a holistic view into the cloud landscape and empirical data on usage and consumption designed to optimize solution footprints.
Collaborate with the DCSA Cloud Services team to develop and maintain a development, test, pre-production, and production environment and develop a seamless failover plan to ensure users see no impact for downtown and maintenance times.
Conduct actions identifying and analyzing potential cybersecurity related events that may negatively impact individuals, assets, and/or the operating environment and execute steps to provide mitigation strategies to the Government.
Ensure that information environment is being continuously monitored for cybersecurity-relevant events and configuration changes that may negatively impact cybersecurity posture by addressing cybersecurity considerations when changes are made to either the security controls baseline or to the baseline of the operational computing environment.
Support the creation and sustainment of operational planning documents including, but not limited to, the system incident response, contingency, DR and CM plans.
Support the PM in the implementation of proposed solutions recommended by way of a vulnerability assessment (e.g., Blue Team activities) and/or penetration testing (e.g., Red Team activities) by ascertaining the limitations and capabilities of the fix.
Support the PM in development of a system POA&Ms and budget that addresses the implementation of cybersecurity requirements throughout the lifecycle of the system.
WHAT YOU’LL NEED:
Minimum of one year of experience (in the past three years) managing a team of 10 or more personnel performing application development, O&M, cloud management, and cybersecurity.
Experience supporting a geographically dispersed network infrastructure with multiple classification levels (e.g., NIPR, SIPR, JWICS).
Experience executing requirements using the Risk Management Framework.Must currently possess a Top Secret (TS) clearance
*This role will need to report to the Quantico site for the initial start up of the program. Once established, the role can primarily be performed remotely.
