Manages and is responsible for the successful completion of all tasks in assigned program area including technical work, financial and business development activities.

As the Task Manager, the candidate will be responsible for overall project personnel, financial, and schedule planning and management; frequently interfacing with the client program manager and Project Management Organization (PMO) staff; and interfacing on a regular basis with supporting leverage team staff, i.e., HR/recruiting, finance, contracts, and subcontracts.  The Task Manager will oversee the Development Team Lead, the Help Desk Team Lead and the Operations Team Lead. The Task Manager will personally prepare and present detailed, bi-weekly program dashboard presentations to the client; prepare and submit detailed bi-weekly labor hour by task reports to the client to support financial analyses; prepare monthly progress and monthly status reports for submission to the client; prepare internal monthly Heatmaps in Salesforce; and, present quarterly Program Management Reviews (PMR) (also in Salesforce) to the GDIT DOJ Program Manager and the Justice, Judicial and Law Enforcement Business Area Manager. The Task Manager will prepare inputs for monthly financial forecasts; prepare Estimate at Completion (EAC) forecasts; create personnel requisitions in Workday; initiate Criminal Background Investigations (CBI) on prospective new hires; vet candidates with the client; initiate the government security clearance waiver process on new-hires; perform semi-annual performance reviews; perform annual salary reviews; review and approve employee and subcontractor timecards weekly; develop charge codes to track new work on the project; insure contract property management is being conducted in accordance with GDIT and FAR guidance; manage team office space; manage subcontractor access to GDIT automated systems; insure that mandatory training (both corporate and government) is completed, and reported on time; and, will track the status of all pending and completed contract modifications (PoP, funding and/or SOW changes).

As the GDIT lead for this task order, the candidate will be expected to achieve or exceed the annual and monthly financial margins and EAC margins on the project as well as other key performance indicators (KPI) which are reported monthly, and to identify and implement organic growth opportunities. The candidate will also be required to actively support proposal development activities in support of business area and corporate growth targets. The Task Manager will also be responsible for keeping the project team 100% staffed at all times.

The Task Manager shall be the Government clients’ primary point of contact with overall responsibility for staffing and meeting the Government’s technical and operational requirements. Program oversight consists of the daily management of the contractor’s personnel, completion of the assigned tasks, and reporting the program status.  This oversight spans all activities relating to this contract by the contractor and its subcontractors. The Task Manager is responsible for assembling the task team, assigning individual responsibilities, identifying appropriate resources needed, and developing the schedule to ensure the timely completion of the task milestones and final acceptance.  Must be familiar with the systems scope and project objectives, as well as the role and function of each team member, in order to effectively coordinate the activities of the team.  Monitors each assigned task, implements and assures adherence to task level quality and methodology standards, and keeps the government task manager (GTM) abreast of all problems and accomplishments.  Anticipates problems and works to mitigate the anticipated problems.  As a task leader, provides technical direction for the complete task effort. Reviews and evaluates work of subordinate staff and prepares performance reports.  May serve as a technical authority for a particular task area.  Can complete tasks within estimated timeframes and budget constraints. Interacts with client management personnel.  Prepares activity and progress reports regarding all assigned tasks.  Reports in writing and orally to company and client representatives.

On the existing contract, the Task Manager shall be responsible for activities including, but not limited to the following: 

Receiving work package requests and unscheduled work requests from the government. Clarifying the scope of work package requests and unscheduled work requests with the government. Coordinating the activities of all contractor personnel and the overall management of all assigned tasks – both development and operational related – in accordance with the Department’s standards and policies. Identifying and resolving all project related technical and managerial issues. Reporting on the progress of assigned work and making sure that assigned work is completed on schedule and within the projected budget. Obtaining government sign off on deliverables. Preparing and delivering consolidated status reports, documenting the status of assigned activities, submitting issues for government attention and following up with the government on resolution of those issues. Enforcing compliance with all DOJ security policies and procedures and JABS/CAS system specific Rules of Behavior, to include mitigating all security related issues within the specified timeframe.
