Seeking an ICAM Functional Analyst to join our team.

Contract requires US Citizenship and candidates must have an active Top Secret clearance.

Supports efforts to assess, analyze, and mature an Identity, Credential and Access Management (ICAM) Program for a federal agency. The ICAM Program’s purpose is to ensure that access to agency facilities, systems, and applications are provided to staff, contractors, partners, and valid users. Through appropriate identity verification, only authenticated and authorized personnel shall gain access to systems and facilities. This preserves privacy rights and civil liberties. The ICAM Program will also improve secure information sharing by restricting access to personnel with approved attributes or roles. The Functional Analyst will work as part of a larger Cyber Security Governance Program to:

  • Conduct an assessment of the current ICAM policy implementation across multiple dimensions of people, process, and technology
  • Analyze results and develop recommendations to mature the program
  • Working closely with key program and technical stakeholders, define, prioritize and sequence initiatives to mature the program
  • Define an implementation roadmap with clear roles and responsibilities, dependencies, milestones, and definition of success
  • Define performance measures
  • Create a program management office structure and processes to coordinate and lead the execution of the ICAM maturity roadmap; including coordinating ICAM implementation initiatives
  • Collaborate with InfoSec, Internal Audit, Enterprise Risk Management, business control functions, and the technology teams to drive transparent, measurable, and sustainable control improvement 
  • Create and execute communication products
  • Drive culture of continuous improvement within the organization including an enterprise-wide role in conducting a recurring assessment to mature the ICAM program
  • Develop and update mandatory training modules
  • Develop and present executive briefings throughout the process As time allows, support Information Governance activities
  • Other duties as assigned
  • Minimum Experience 5-years of related experience (compliance, ICAM, requirements analysis, business analysis)
  • Experience in assessing and developing recommendations for an agency to meet this ICAM policy
  • An understanding of underlying ICAM technology capabilities Demonstrated experience in facilitating meetings, IPTs, work sessions Prior hands-on experience developing and implementing ICAM policies and processes as described in the role responsibilities
  • Excellent verbal and written communication skills; attention to detail.


DESIRED QUALIFICATIONS: BA/BS (or equivalent experience), 8+ years of experience
