Job Description Summary: GDIT is seeking a Procurement and Planner Specialist in support of the IBD-SS contract located in Huntsville, AL.
Task and responsibilities in this role include, but are not limited to the following:
Act as the primary point of contact between suppliers and GDIT for IBD-SS.
Responsible for the procurement of products and goods for use by IBD-SS by identifying potential supplier based on program requirements, screening them and negotiating favorable payment terms for the contract.
Negotiate contracts, terms and deadlines with vendors and suppliers.
Monitoring supplier performance and ensuring contractual obligations are met.
Process purchase requests and Purchase orders to acquire goods.
Processes and completes moderately complex procurement packages based on previous award documentation and direction from management.
Possess strong understanding of procurement and negotiation techniques.
Work closely with GDIT procurement team and the legal department to ensure contract terms are favorable to the company
Attend meetings with the legal team, engineering team, vendors and suppliers
Solicits suppliers/vendors for materials/products/services through informal/formal Requests for Quote (RFQ). Receives and evaluates proposals, quotations, and bids for acquisitions based on previous award documentation.
Maintains communication with government client and management during course of procurement action in order to ensure timely delivery in compliance with the requirements of the government delivery schedule.
Maintains government procurement database and is the main point of entry for all awarded documents and compliance.
Identifies co-term opportunities based on government supplied maintenance roster and direction from management.
Coordinates with Asset Management for all database entries and validation of product inventory.
Coordinates with Logistics team for item replenishment from vendors, identify alternates, update listing of pre-approved vendors and items, and keeping track of diminished and obsolete material.
Serves as liaison for CONUS/OCONUS Warehouses for vendor replenishment/custom orders.
Coordinates the procurement of materials, products/services and equipment necessary for the operation of the business unit or assigned projects. Ensures suppliers/vendors adherence to industry standards, technical quality standards, and other corporate/business unit driven expectations.
Analyzes bids for compliance, prices, and period of performance dates.
Assembles the complete procurement package for management review and submission to government client.
Read and interpret drawings, blueprints, schematics and military specification call outs.
Create routers for all required operational steps from the requirements specified within the technical data package.
Identify part marking requirements.
Monitor metrics for system performance management.
Prioritize and sequence work, executing work plans and implementing controls.
Coordinate and expedite the flow of work and materials. Arrange for delivery, assembly or distribution of components and supplies to expedite flow of materials and meet production schedules.
Compile status reports on progress of work, inventory levels, costs, materials inventories, materials used, customer feedback and production issues.
Maintain documentation and information to account for delays, difficulties, and / or changes to cost estimates.
Report activity results and provide feedback on performance.
Maintain files such as maintenance records, bills of lading, work orders, purchase requests and costs reports.
Execute plans for continuous improvement for the control and handling of inventories.
Investigate production control problems, analyze root causes and recommend solutions.
Develop positive relationships with internal and external customers to ensure that productivity goals are consistently met and provide regular status.
Revise production schedules when necessary due to design changes, labor or material shortages, backlogs, or other interruptions.
The planner may be required to perform other related duties to ensure that the ongoing needs of the organization are met.
Work closely as a Liaison with the Systems Engineering and Configuration Management teams for validation and approvals as required by program processes
Maintaining and adhering to the latest revision of the BOM
To qualify, you must meet these basic qualifications:
Bachelors degree or equivalent combination of education and experience
Bachelors degree in business administration, inventory management or related field preferred
Two+ years’ of experience in purchasing or inventory management
Experience working with procurement practices
Experience working with contracts including request for proposals (RFP) and request for information (RFI)
Experience working with products and services within related market
Documented Federal Government Agency procurement activity experience
BA/BS with 5+ years of experience. Additional years of experience may be considered in lieu of the degree. (12 total years of applicable experience in lieu of a degree.)
US Secret security clearance required
