JOB DESCRIPTION:

A successful Desk Officer will be the focal point for executing data stewardship responsibilities, to include inquiries about the status, use, origins, and distribution of data.  The desk officer will complete documentation of data streams that are of critical importance and draft documentation for media distributed by other entities.  The position requires engagement with CONUS and OCONUS counterparts ensuring that documentation is filled out completely and accurately and establishes a record of data ownership.  Further, this desk officer is responsible for maintaining access control groups across databases to ensure personnel have access to appropriate records as well as assist with review of requests from other organization to use data focusing on de-confliction.  Additional responsibilities include drafting, coordinating, and disseminating intelligence reports from the exploitation of information consistent with reporting criteria.  These responsibilities relate to exploitation operations, data acquisitions, and targeting of new information.

An effective project manager must be detail oriented and promptly respond to requests, as this position is part of a large program in fast paced environment.  The officer will work both independently with minimal supervision, as well as with various teams.  They must effectively interact with customer personnel at all levels within the customer organization.

QUALIFICATIONS:

  • Bachelors Degree and/or five (5) to ten (10) years of applicable HUMINT desk officer/SOO experience (the equivalent combination of education and work/military experience)

REQUIRED KNOWLEDGE/SKILLS:

  • Understanding of the practices and infrastructure in which the IC transmits, stores, and exploits data including the capabilities, limitations, and classification restrictions of those systems
  • Experience working with IC agencies and US Government agencies within the national security community
  • Familiarity with computer file structures, and various file types
  • Understanding of customer specific systems and databases, classified data repositories, and HUMINT collection techniques
  • Experience supporting operational activities, IC data activities, and the protection of sources and methods
  • Experience drafting cables and other documentation

  • Excellent written and oral communications skills
  • Strong analytic, critical thinking, and research skills
  • Overseas experience supporting HUMINT and/or technical collection intelligence operations
