General Dynamics Information Technology – Federal Civilian Division is looking for a Senior Finance Manager to join our team to support the Department of Army. This position is based in Ft. Detrick, Maryland.

RESPONSIBILITIES:

  • Provide financial management support to a cost-reimbursable organization for Planning, Programming, Budgeting, and Execution (PPBE) applying the pertinent laws, regulations, policies, procedures, and work processes.
  • Provide financial planning for regulatory business functions including analysis of workload and resource planning.
  • Use the General Fund Enterprise Business System (GFEBS), initiate Purchase Requisitions, execute monthly financial reports for obligations and disbursement rates, and query multiple reports.
  • Assist with support plan development and coordinate with subject matter experts through email and workspace collaboration in EDMS and SharePoint; coordinate and facilitate required interactions with multiple regulatory customers via email and teleconference.
  • Assist in the establishment, maintenance, and facilitation of processes within established manuals and handbooks to include the analysis of support needed by external customers.
  • Provide business metrics tracking. Track and report support plan and agreement outputs, financial execution status, progress against agreements, and personnel requirements against plans.
  • Coordinate and consolidate financial input from the applicable financial systems on obligation and disbursement status of the organization’s product portfolio into monthly financial reports; provide status briefing on the funds and other essential financial indicators; and provide input for the current, annual, and future years Program Objective Memorandum (POM).
  • Provide periodic updates to financial plans, including planned release schedules and noting current fiscal year activity; submit reports used to brief senior management and external funding organizations; and assist in clearing obligations prior to fund expiration.
  • Provide and analyze programmatic planning, budget formulation, cost estimation, and execution data reports.
  • Assist with product-specific medical materiel development budget formulations, justifications, and oversight monitoring (cost, schedule, performance); prepare cost estimates for services/functions for technology base or advanced development products, which includes tracking hours for deliverables against product estimates.
  • Draft agreements (e.g., clinical trial agreements, quality management plans, protocols, etc.) that identify the scope, roles, responsibilities, tasks, and deliverables to be performed by ORA and/or its delegated parties.
  • Facilitate strategy development to produce integrated, all-inclusive regulatory support proposals for the total lifecycle of the projects.
  • Monitor the acquisition process in designated data systems and ensure contracts, grants, or other agreements are funded as outlined.
  • Maintain project and grant/contract financial reports (planned expenditures to invoiced expenditures) and coordinate with funding chain personnel in other organizations or commands.
  • Prepare budget advisory council forms, executive summaries (EXSUMs), and purchase requests.
  • Maintain all budget estimates and actual hours spent supporting products.
  • Maintain product support data, including direct product support versus indirect full-time equivalent percentages for the organization staff.
  • Participates in special projects as required.

REQUIRED QUALIFICATIONS:

  • Bachelor’s Degree in Finance or related discipline, or the equivalent combination of education, professional training, or work experience.
  • 8-10 years of related finance or business analysis experience.  At least 1 year of experience in the Government regulatory environment, a plus.
  • Knowledge of GFEBS.
  • Capability to work with the Microsoft Office Suite, especially Excel.
  • Excellent interpersonal, oral, and written communications skills.
  • Must be a U.S. citizen. 
  • Must be Public Trust (T1) clearable
