  • GDIT is preparing for a hiring surge in 2020 to support the Centers for Medicare and Medicaid (CMS) Office of Financial Management (OFM). The CMS OFM is responsible for reducing healthcare exchange errors by establishing a measurement for the improper payment of Advanced Payments of the Premium Tax Credit (APTC) in a given benefit year while accounting for changes in the Patient Protection and Affordable Care Act (PPACA or ACA) policy and regulations.

    The ACA is a comprehensive health care reform law enacted in March 2010. The law makes affordable health insurance available to more people, provides consumers with subsidies (“premium tax credits”) that lower costs for households with incomes between 100% and 400% of the federal poverty level, and supports the expansion of the Medicaid program to cover all adults with income below 138% of the federal poverty level.

    Job Overview:

    Job opportunities are expected for ACA Eligibility Analysts. These Analysts provide expert advice and guidance on the review of case eligibility enrollment criteria, and determination processes.

    The ACA Analyst will:    

    Audit data and processes related to ACA Advanced Tax Credit payments to determine if the payments were correct.

    Analyze and interpret rules, regulations and policies as outlined in the ACA

    Use independent judgement and specialized knowledge of the ACA and Health Insurance Marketplace (HIM) eligibility, and enrollment expertise, in reviewing statistical samples to determine if the APTC dispensed to the consumer was appropriate or paid in error

    Analyze results/ data samples in order to make recommendations to the customer based on findings for remediation and prevention activities.

    The goal of this work is to establish a measurement of improper payments and Analysts research will influence future CMS business activities, and policy related the Advanced Tax Credit payments under the ACA.

    Qualifications:

    Familiar with ACA eligibility and enrollment processes

    BA/BS strongly preferred, though specialized knowledge of Medicare/Medicaid Enrollment and the ACA Marketplace may substitute for a degree.

    At least 5 years of experience, 3 of which much be related to Mediare/Medicaid/ACA issues.

    The selected applicant will be subject to a government security investigation. Existing Public Trust Suitability preferred.
