GDIT is seeking a Junior/Mid level Exercise Planner to join our team in assisting in develop of DHS CISA Tabletop Exercises Packages.

Support the National Cybersecurity Exercise Program (NCEP) efforts to enhance the security and resilience of the nation's critical infrastructure.  This expanding program is part of the Cybersecurity and Infrastructure Security Agency (CISA) Exercises sub-division responsible for developing, designing, conducting, and analyzing exercises and workshops at the state, federal, regional, private sector, and international level. This position will work directly in developing and updating Cyber Tabletop Exercise Packages for use by critical infrastructure partners that are tailored for specific sectors or threats.  CISA Tabletop Exercise Packages (CTEPs) are a comprehensive set of resources designed to assist stakeholders in conducting their own exercises (https://www.cisa.gov/cisa-tabletop-exercises-packages). Infrastructure partners use CTEPs to initiate discussions within their organizations about their ability to address a variety of threat scenarios.

Contract requires US Citizenship and secret clearance.

Candidates must be local to the area. Some telecommuting allowed.


  • Support federal client in the development of CTEPs customized to critical infrastructure sector or type of threat.
  • Draft template exercise objectives, scenarios, and discussion questions as well as a pertinent collection of case studies, references, and resources for stand alone use by organizations.
  • Assist in developing a CTEP plan for updating existing exercises and developing new cyber related exercises according to the DHS Homeland Security Exercise and Evaluation Program (HSEEP) doctrine. 
  • Support the website maintenance, analytics, and accessibility of cyber CTEPS.
  • Support other assigned program exercises with planning and executing cyber exercises according to the DHS Homeland Security Exercise and Evaluation Program (HSEEP) principles. This may include identifying objectives, developing scenarios, designing exercise construct, supporting the exercise conduct, and after-action report development.


  • Excellent writing skills are essential for this position as all CTEP documents are required to be stand alone for a wide range of audiences with the level of detail required for an organization to use them with minimal to no amplifying guidance.
  • Experience with exercise development, design, conduct, and analysis
  • Familiarity with Homeland Security Exercise and Evaluation Program (HSEEP) Methodology Expertise with Microsoft Office 365 applications; particularly Microsoft Word, Excel, and PowerPoint
  • Attention to detail

  • Strong and demonstratable teamwork abilities
  • Flexible, self-motivated, and able to adapt to changing circumstances

EDUCATION AND EXPERIENCE: BA/BS or equivalent, 2+ years of experience
