Financial Improvement and Audit Readiness (FIAR) Subject Matter Expert:

Educational Requirement:  The successful FIAR SME candidate must have as a minimum of a four-year degree, from an accredited university, in accounting or a related degree.

Experience: The successful FAIR SME candidate must possess a minimum of two years audit experience within the DoD.  This includes knowledge and experience in generally accepted accounting standards and Financial Improvement and Audit Readiness (FIAR).

Security Clearance:  The FAIR SME mush have a current SECRET or above Security Clearance

Tasks:  The FAIR SME will support the Director, Policy and Resources (NP) in responding to the audit requests from the US Government Accountability Office (GAO), Department of Defense (DoD) Inspector General, and the Army Security Assistance enterprise. Specific tasks include:

  • Create and maintain a tracker of all assigned tasks and actions and a repository of all requests and responses.
  • Assist the Director NP in completing all assigned audit tasks to include tracking and following up with all organizations, from whom input is required, when developing the DASA DE&C response.  Ensure that tasks are successfully completed. 
  • Coordinate and review all requirements levied by the DoD, DoD IG, GAO and the Defense Security Cooperation Agency (DSCA) Audit Readiness Board, and develop a plan of action and response.
  • Support the Director NP in determining the audit readiness of the following five Security Assistance Enterprise processes: 1. Appropriations Received/Case Acceptance (DIFS OA), 2. Contract Pay, 3. Civilian Pay, 4. Reimbursable Work Orders, and 5. Vendor Pay.
  • Ensure that Army’s Security Assistance Enterprise is ready for a limited scope audit in late FY19 through FY20, a current year audit in FY21, and a full financial statement audit beginning in FY22.
