The GDIT Business Information Management Support (BIMS) team is seeking a highly motivated Sr. Business Analyst / Project Manager to support customers in the National Institutes of Health (NIH) Office of Management (OM).  The ideal candidate will have the ability to communicate with various stakeholders from the operations level to client executives.  You must be able to elicit requirements, create a business case and advise clients on best approach verbally and in writing.

Key Responsibilities and Duties:

  • Lead Requirements Elicitation and Documentation for the implementation of IT Solutions
  • Lead Business Process Analysis (BPA) and Business Process Reengineering (BPR) efforts in support of process automation initiatives; and advise customers on the best approach to executing such initiatives.
  • Create and maintain project plans and key project documentation, including project charters, scope statements, stakeholder analysis, etc.
  • Assist customers in controlling quality, scope, time to implement, and cost of projects, including the implementation of change control processes
  • Create status updates, briefings, presentations, talking points, and similar deliverables in support of customer IT initiatives

Required Qualifications and Skills: 

  • B.S. in Information Systems or similar IT or Business field or the equivalent and eight years relevant experience
  • Minimum of five years of experience in leading Business Process Re-engineering efforts, ideally for federal COTS implementation
  • Experience with Enterprise Content Management (ECM) or Content Services Platforms, such as OpenText Content Suite, Al Fresco, or Documentum
  • Minimum of five years of experience with Requirements Elicitation Methods (e.g. focus groups, interviewing, user story development, etc.)
  • Must be able to prepare presentations and present to various audiences
  • Expertise in the use of Microsoft Office programs, including Word, PowerPoint, Excel, and Visio
  • Must have Business Case Development experience
  • Must have experience with Flowchart and business process map creation
  • Familiarity with Project Management practices
  • Experience managing multiple concurrent initiatives
  • Strong Technical Writing and Documentation  Skills
  • Ability to obtain a NIH Public Trust

 Preferred Qualifications and Skills:

  • Prior experience working with the National Institutes of Health (NIH), or another HHS OpDiv
  • Minimum of five years supporting an enterprise architecture and/or IT governance program as a business analyst
  • Familiarity in storing and accessing content on SharePoint sites, as well as updating and maintaining user permissions
  • Familiarity with Microsoft Project
  • Project Management Professional (PMP) or PRINCE2 Certification
  • Masters of Business Administration (MBA) Degree from an accredited university
