GDIT is currently searching for a Program Manager/Task Order Manager for the United States Patent and Trademark Office (USPTO).  Qualified candidates will have extensive experience managing projects and task orders for the USPTO.  Here is a detailed breakdown of the position and the desired experience:

Job Description

  • Serves as the senior level project manager for one or more unique, complex task order (or a group of task orders)
  • Responsible for all aspects of the development and implementation of assigned task order(s)
  • Shall assist the Program Manager in working with the Government Contracting Officer, the task order-level TOMs, Government management personnel and customer agency representatives
  • Overall management of task orders, including scope, schedule, costs, risks, and resources
  • Lead one or more multi-disciplinary teams to deliver excellent products and services
  • Assist the Program Manager in working with the Contracting Officer, Contracting Officer's Representative, Product Owner, Task Order Managers, and other government and contractor personnel
  • Perform enterprise-wide horizontal integration planning
  • Directs and controls activities for a client, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met
    • Interactions involve client negotiations and interfacing with senior management
  • Communicate credibly with a wide range of IT delivery disciplines and talent
  • Continually keep abreast of USPTO's evolving IT environment and identify risks or opportunities for improvement
  • Analyzes new and complex project related problems and creates innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components
  • Reviews and approves documentation and diagrams created by team members (e.g., system specifications, SDLC documents, etc.). Writes documentation, including technical standards, design docs, and processes
  • Identifies opportunities for continuous quality improvement of technical standards
  • Thoroughly understands and complies with IT policies and procedures, especially those for quality and productivity standards that enable the team to meet established client service levels. Thoroughly understands and complies with Information Security policies and procedures, and verifies deliverables meet Information Security requirements
  • Participates in special projects and performs other duties as assigned
  • Perform business development functions and lead and write proposal responses in coordination with the Program Manager

Desired Experience:

  • Extensive USPTO Experience
  • BS in Computer Science or equivalent discipline
  • 12+ years of progressive industry experience or 14+ years of progressive industry experience with another type of degree
  • PMP, ITIL v3, and Scrum Master Certifications are highly preferred
  • Experience in managing the delivery, ongoing success, and continuous improvement of complex business oriented software solution efforts
  • 12 plus years of experience managing a wide range of IT-related projects including:
    • Custom systems development
    • COTS implementation, operations and maintenance
    • Modernization of existing systems and processes using a variety of methodologies such as SDLC, Agile, and DevSecOps
  • Demonstrated expertise with a variety of project management tools for scheduling, risk management, and financial control
  • Domain and expert technical knowledge in project management and has successfully managed projects of similar scope and size

Knowledge in managing projects with MULTIPLE of the following Development Tools/Methodologies:
