Job Description:

The Identity Operations Manager (IOM) provides technical expertise, research, evaluation, and staff support for SOF identity operations at supported TSOC, interagency partner, and COCOM. Support includes:

  • Conduct liaison in the National Capital Region to all inter-agency and inter-service partners with equities in Identity Intelligence Operations.
  • Provide SOCOM HQ awareness on collaboration opportunities, policy changes and ways to create efficiency in coordination.
  • Assist SOCOM HQ in the deconfliction and synchronization of Identity Intelligence   operations to achieve USG, DoD, and partner nation strategic objectives.
  • Prepare Identity Intelligence Operations staff documentation (White / information Papers, Briefings, routing / staffing documents, agendas, timelines, trip and after-action reports etc.).
  • Coordinate across the SOCOM HQ staff for programmed resources to enable TSOC, COCOM, and partner Identity Operations Managers.
  • Coordinate the application of SOCOM I2O collection capabilities in support of HUMINT, Counterintelligence, and Sensitive Activities as required.
  • Provide lesson’s learned technical expertise, identify common operational requirements and develop biometric, forensic, and DOMEX processes to support the unique needs of each theater, supported agency, and commander.
  • Draft and coordinate identity related plans, policy documentation, partner nation or interagency MOA/MOUs, CONOPS, orders and/or supporting identity operations Annexes/ Appendixes to address USSOCOM equities world-wide that lead to global access and operational authorities.
  • Review identity operations capabilities, tactics, techniques and procedures to synchronize and report best practices across USSOCOM missions and operations.
  • Advise Commanders in biometric, DOD biometric, forensic, and DOMEX capabilities and operations, and document identity operational requirements in support of USSOCOM and interagency partner, missions.
  • Remain current on emerging identity related / site exploitation technologies including live / latent fingerprint collection, iris scans, facial recognition, voice pattern analysis, DNA, weapons technical intelligence, and DOMEX.
  • Support planning and coordination for tactical biometric, forensic, or document and media (DOMEX) exploitation studies, evaluations, testing, and / or provide Subject Matter Expertise to assist in the development of effective remedies.
  • Plan and execute identity intelligence and site exploitation activities into Joint / Combined Exercises.

REQUIRED EXPERIENCE

  • BA/BS with 3 years Identity Intelligence Operations experience. (Additional Education, Training, Certification, or Work Experience can be substituted in Lieu of degree or work experience)
  • 2 years of experience serving as an action officer in a senior level command (interagency HQ, Joint Staff, or COCOM / equivalent 4-Star level command).
  • 2 years of experience serving in a SOF operational or tactical unit.
  • 1 year of experience writing plans, policy, CONOPS, orders, or MOA/MOUs at a senior level command (interagency HQ, Joint Staff, or COCOM / equivalent 4-Star level command).
  • TS/SCI Clearance is required

PREFERRED EXPERIENCE

  • Experience as a liaison in the Intelligence Community and Inter-agency
  • Strong written and verbal communication skills
  • Knowledge of Identity Intelligence Operations planning, execution, concept development, and policy.
  • Knowledge of BEWLs, Biometric Enabled Intelligence, Forensic Enabled Intelligence, and DOMEX Enabled Intelligence.
