GDIT is looking for a Senior Program Analyst to support the Dynamic 365 DevOps contract. This contract will support the Microsoft Dynamics 365 DevOps program for the VA supporting over 70,000 VA employees that use the D365 implementations on a daily basis to provide customer service to Veterans, their families and beneficiaries.  The candidate will support the sustainment, operations, maintenance, and enhancement of the D365 based systems and their integrations with the VA’s enterprise supporting Customer Relationship Management (CRM).  The program will scale to support over 14+ D365 applications migrating to the DevOps sustainment model. This contract will have a mix of contractor site and customer site with limited remote support.

Essential Functions and Job Responsibilities

The Senior Program Analyst is responsible for providing support and services to project teams in support of Dynamic 365 DevOps.  Candidate will assist the program and project manager in executing and managing the project with a focus on managing project staff.  The Senior Program Analyst must have knowledge in how to plan, analyze and evaluate the effectiveness of operating programs. Candidate must also be able to use source data to evaluate the effectiveness of programs and business processes. Candidate must be able to use qualitative and quantitative analytical skills to assess the effectiveness of the program operations. 

Duties and responsibilities will include, but are not limited to:

  • Leads the successful completion of all tasks in assigned program area including technical work, financial reporting, deliverable status, and action items.
  • Supervises assigned technical and administrative staff, including subordinate managers, and performs personnel actions including hiring and performance evaluation.
  • Oversees on-boarding personnel to the program
  • Directs program activities to meet client and organization work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems.
  • Assures quality of program products, services, and deliverables, including participating in reviews, audits, and site visits
  • Performs program financial management services, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement
  • Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and finances
  • Develops, reviews, and approves plans, schedules, consulting agreements and other program documents
  • Prepares and provides various reports and technical reviews to senior management as requested
  • Ensures compliance with relevant corporate and government policies and standards
  • Participates in special projects as required

Minimum Requirements:

  • Bachelor’s Degree in business related field with at least 5+ years of experience
  • At least 3+ years of progressive experience supporting software development programs with task management, action item tracking, and deliverable tracking
  • At least 1+ years of experience tracking program financials
  • Must be able to use source data to evaluate the effectiveness of programs and business processes
  • Must have qualitative and quantitative analytical skills to assess the effectiveness of the operations
  • Good team player, able to manage multiple assignments, and adapt to changing client needs
  • Outstanding written and verbal communication skills with the ability to present to business leaders
  • Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting
  • US Citizenship or Green card holder

Desired Qualifications:

  • Agile Scrum Muster certification
  • Previous Department of Veterans Affairs experience
  • Previous experience supporting Contact Centers
  • Active VA access including assigned CAG and PIV
