GDIT is seeking Program Analysts at multiple levels to support a $100M+ US Navy program that provides full spectrum Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) technical support to the warfighter in the Continental United States (CONUS), Outside the Continental United States (OCONUS), and in hazardous areas. These critical C5ISR solutions will support a broad range of Department of Defense (DoD) and non-DoD customers, including joint forces commands and disaster recovery/first responders. In support of this program, GDIT will perform and provide network and computer systems engineering services to perform tasks in support of assigned Mission Specific Network Engineering program related technologies and systems.
Program tasking includes provisioning of infrastructure (hardware, software, and cloud services), infrastructure operational support, content development and training, software development, maintenance and enhancement, and some Help Desk support. The GDIT team will supply a full range of system capabilities to include all infrastructure and unique implementation elements. Additionally, the team will develop knowledge sharing strategies and techniques, and deploy various custom systems, that will support distance education and training content, and instructor led training.
Duties of this position include:
Assist in providing the management necessary for the efficient and effective administration and control of work performed.
Provide research and development support to identify operational requirements and evaluate possible solutions while conducting the technical project management support associated with the planning and execution of technical management support efforts for DL-related technologies and systems.
Provide technical and project management support while conducting systems maintenance for in-service DL-related technologies and systems; and while supporting the modernizing of or the modification to DL-related technologies and systems.
Develop and maintain Work Breakdown Structures (WBSs) documentation and support planning efforts necessary to identify, schedule, execute, and monitor projected-related work activities.
Participate with designated Government technical representatives in system design review meetings, technical reviews, Systems Engineering Technical Reviews (SETRs), and conferences or presentations where component and system design expertise are required.
Collaborate with the IC2&I Division to research and define the scope, requirements, risks, and deliverables of assigned work activities.
Monitor the scope throughout the duration of the work to ensure effective and adequate methods are in place to proactively address and manage changes in project scope, schedule, and cost.
Analyze and provide support regarding the execution of processes and methods to effectively research, evaluate, identify, communicate, and manage risks associated with work activities.
Factor risk into decisions affecting other technical management areas and cost, scope, and schedule.
Provide technical support to recommend possible services, equipment, and material and potential sources for systems specific requirements.
Perform market research per FAR Part 10 to identify potential sources capable of satisfying the Government’s operational and performance parameters.
Identify quantity and schedule requirements and issues including sparing, long lead items, and impact to system installation, testing, and operational schedules.
Maintain a list of required material and equipment items that are to be procured and provide technical support in the preparation of procurement documentation.
Maintain accurate inventory records on material and equipment procured and received by the Contractor for storage prior to integration.
Establish and maintain a system for tracking, inventorying, temporarily storing, and managing parts and equipment required for integration, test, upgrade, and repair of systems.
Secret clearance after 60 days of hire
Bachelors Degree in a technical discipline
At least three (3) years of experience in managing complex, computer systems contracts.
Experience supporting PMO organizations with infrastructure similar to that of the SOW
Experience leading teams to meet requirements similar to those of the requirements of the SOW to include rapidly expanding its team to meet customer requirements.
Experiencing managing distributed teams of Network Engineers, Software Developers, Information Assurance engineers and other subject matter experts using virtual collaboration tools.
Experience supporting large programs of over $100M.
Experience supporting PMO organizations tracking costs across multiple projects and contract tasks
Strong MS Excel skills required
Experience with contracts such as CPAF, CPFF, T&M, FFP, etc
Experience with FEDSIM highly preferred
Experience with Oracle, Concur, IFS and SETRIS desired but not required
Strong communication skills and ability to collaborate across departments and levels of an organization
Strong organization skills and focus on accuracy and consistency
Strong analytical and problem solving
The likely salary range for this position is $49,583 - $82,804, this is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
