The Operations Program Evaluator (OPE) will support the client organization by addressing operational evaluation priorities and / or needs by collaborating with client representatives, to include program managers; training, evaluation, and operations personnel, and senior leaders. The OPE will design and execute processes and systems to assess effectiveness of programs by developing feedback methods, conducting user interviews and recording results for evaluation.
GDIT is currently looking for an experienced, TS/SCI cleared OPE to join its mission critical team located in Washington, DC. All candidates must have the knowledge and experience to critically analyze and assess a variety of continuity programs, as well as coordinate with project managers or task leads to document strengths and weaknesses and make recommendations for improving client performance. The OPE will support a plan to enhance programming quality and user satisfaction, and may also be required to present briefings to stakeholders at the senior / executive level. A competitive OPE candidate should have the following experience and knowledge, which must be clearly described in the resume, along with security clearance status:
Must possess and exhibit excellent communication skills, with the ability to draft and present effective (clear and concise) reports, both written and oral.
Be able to proactively communicate and collaborate with external and internal customers to analyze information needs, functional requirements, and operational priorities
Must be familiar with, or willing to learn, current data-gathering techniques and technology.
Must be able to analyze and interpret data
Must be able to monitor and review strategies, doctrine, policies, directives, and operational standards from applicable headquarter and stakeholder elements to ensure compliance with client objectives.
Must be able to brief evaluation results and recommendations to executives, managers, and subject matter experts
Must be able to explore, identify and engage in the appropriate meetings to obtain situational awareness of ongoing testing requirements affecting operational efficiency and effectiveness
Must be able to schedule and host meetings as directed by the client in order to facilitate collaboration and an ongoing process of evaluating program design, implementation, and revision, as applicable.
Active DoD Top Secret security clearance, with SCI eligibility; PSD approval required prior to official hire
Must have knowledge and experience producing, handling, storing, transmitting, and transporting classified materials, up to and including Top Secret Special Access Programs (SAPs) and Sensitive Compartmented Information (SCI)
Must have experience working with senior government and military personnel, and have exceptional written and oral presentation skills
Bachelor’s degree and / or ten (10) years of relevant exercise and evaluation experience
Ability to prioritize multiple simultaneous tasks and effectively schedule required deliverables, meetings and follow-up actions
Familiarization with continuity or related emergency operations and / or Homeland Security Exercise and Evaluation (HSEEP) principles and procedures; HSEEP certification.
Excellent interpersonal skills; team-oriented attitude; professional demeanor for interacting with stakeholders and program participants.
Strong proficiency with Microsoft Word, PowerPoint, and Excel
