For the Department of Homeland Security (DHS), GDIT provides enterprise IT services for DHS’s biometric identity management system (IDENT) and the Office of Biometric Identity Management (OBIM) to store, match, share, and analyze biometric and biographic data in support of DHS’s strategic mission. GDIT’s O&M services support break-fix of current OBIM functional capabilities, as well as security remediation activities and developmental engineering (such as prototyping new code or configurations of OBIM functionality). GDIT is looking for a Technology Consulting Expert to serve as key technical expert in an area of data warehousing, providing strategic consulting to internal or external clients.   You will primarily act as a senior Data Warehouse Architect, working on the ODS BI Reporting team for this large, complex task order.

The successful candidate will build and support the OBIM data warehousing and business intelligence (BI) environment and reporting capability in GovCloud.  You are expected to apply your extensive technical expertise and knowledge of other related disciplines to day-to-day and long-range technical and non-routine tasks.  You will develop technical solutions to complex problems which require the regular use of ingenuity and creativity.  You will often have considerable latitude in determining technical objectives of assignments.  You are pro-active, work very collaboratively, and use your strong written and verbal skills to develop advanced technological solutions into a final product.  A typical day includes datamart development tasks, production support, trouble-shooting network, database and/or server exceptions, maintenance planning and coordination, scheduling, and integration.  More specifically, you will perform a high degree of all major tasks to implement datamarts (OLAP database design), ETL with CDC, BI semantic layer and report development, and requirements and data analysis.  Specific responsibilities include but are not limited to:

• Anticipate, develop, coordinate and execute migration and modernization plans for on-prem to Cloud BI operations and expansion
• Support strategic and tactical planning with customer and corporate clients
• Develop working knowledge of the as-is technical dependencies in the OBIM environment
• Analyze and develop architectural type artifacts for as-is and to-be deployments
• Analyze business and operational requirements
• Reverse engineering of software and related systems and databases
• Adherence to system development life-cycle and change control processes
• Design and implement ODS and star schema in AWS Redshift
• Cloud and on-prem ETL development (initial and CDC) with Oracle, AWS Redshift
• Business Intelligence Tools (semantic layer, reporting), data validation
• Provide Post-production support/O&M, on-call 24 x 7 support.

Required Skills / Qualifications:
• U.S. citizen
• DHS HQ EOD required to start; must be able to obtain DHS HQ Final Suitability
• BS or equivalent and 10+ yrs related experience
• Expertise implementing BI capabilities using datamarts and/or data warehouse for complex, high volume systems
• Expertise performing the warehouse lifecycle phases: analysis, design, ETL, OLTP and OLAP design, BI development and reporting, prod support, and/or testing and validation

Desired Skills / Qualifications:
• PhD, 15+ yrs related experience
• Degree in systems engineering, computer science, information systems, or other relevant technical field of study
• Expertise in Informatica PWC, PWX development
• Data migration and validation expertise in heterogeneous platforms - on-prem to cloud
• Strong Informatica ETL (CDC), Oracle SQL, PL/SQL, and BI reporting skills, Cloud and on-prem
• Specific development and support experience with BIRST
• AWS, S3, and Redshift experience
• OBIEE/Plus 12.1 +experience
• LINUX/UNIX scripting experience
• Experience with Informatica, IICS, DMS, Glue
• Experience administering BI, AWS/Redshift, and/or Informatica tools (e.g., PowerExhcange, PowerCenter)
• Experience with DHS vetting-related data and/or application solutions
• Demonstrated ability to brief customer staff and leadership up to the executive level (SES)
• Ability to adapt to changing requirements and responsibilities
• Advocates realistic resourcing and scheduling of initiatives, projects, etc.
• Experience in Agile development and/or DevOps methodologies
• AWS Certification
