The I2TS 3 Deputy Program Manager is responsible for assisting the PM with successful execution of a 300 Million+ dollar contract, with 570+ FTEs, and over 27 site program leaders.
Primary responsibility is to perform programmatic for the I2TS3 program. Performs a variety of complex administrative and analytical tasks in support of one or more high profile contract programs.
Develops plans, including budgets and schedules, and monitors tasks to meet contractual/project requirements for assigned program(s).
Establishes and defines program plan requirements and directs or performs in-depth studies to determine optimum program plans.
Monitors and reports performance against plans to ensure that contractual, cost, and schedule objectives are met.
Interacts with high-level customers and other industry representatives to ensure conformance to customer requirements.
Performs business development activities.
Participates in special projects as required.
May provide guidance and work leadership to less-experienced analysts, and may have supervisory responsibilities.
May serve as a mentor to less experienced analysts.
May serve as team or task lead. (Not a people manager)
Responsible for program/project management operations and resourcing of all task order requirements, including staffing, GFE accountability, and tasking responses
Serves as the secondary point of contact for the Contracting Officer (CO), the Contracting Officer’s Representative (COR), the Government Program Manager, and the Contractor’s senior management
Directly contributes to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities
Ensures proper performance of tasks necessary to ensure the most efficient and effective execution of the contract
Utilizes expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents.
Directs daily staff and task activities to meet client and corporate work objectives.
Supervises assigned technical and administrative staff, including subordinate managers.
Serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems.
Responsible for coordinating and monitoring subcontractor activities
Skills / Experience:
Ability to manage multiple projects simultaneously
Effective business development skills including proposal development and preparation
Communication skills to effectively interface with military officials, managers, and subordinates
Detailed knowledge of relevant government regulations and standards
10 years of project management experience, including 8 years of supervisory experience
Bachelor's degree in a related field required OR equivalent related experience.
Required: PMP certification
TS/SCI required. Candidates must be willing and able to attain a CI Polygraph for certain positions as determined by the contract
Travel will be required based on mission requirements.
