GDIT supports our customer, National Human Genome Research Institute (NHGRI) by leveraging leading-edge IT solutions to improve customers mission effectiveness while continuously seeking opportunities to increase efficiency. Under the NIH NHGRI Information Technology Support Services (ITSS) contract, our team delivers the full breadth of IT services, including infrastructure engineering and operations, high performance computing (HPC) engineering, desktop support, collaborative technologies and project management.

We are seeking a Senior Web Developer with Drupal experience to lead our Web Development Team.  This is an exciting opportunity for a highly motivated and creative senior professional who can bring new ideas to the table, while leveraging experience from a diverse set of seasoned professionals.

Responsibilities and Duties:

  • Lead the development and maintenance of NHGRI web sites and web applications within Drupal, ColdFusion, SharePoint and other technical environments.
  • Oversee/mentor the development team by conducting code reviews or other related activities
  • Ensure that all work is taking advantage of frameworks and other software engineering standards and best practices
  • Being conversant across front and back-end development to make modifications/enhancements across all aspects of the system.
  • Provide leadership in full system life cycle management (analyses, technical requirements, design, coding, testing) of current and future projects
  • Keep track of stack matrix of NHGRI and take appropriate action to avoid downtime and improve site performance
  • Design and build database-driven web applications to meet specific user needs for information and/or data management, and comply with Federal information security, privacy, and accessibility requirements; including, but not limited to the Federal Information Security Modernization Act (FISMA) of 2014, the Federal Risk and Authorization Management Program (FedRAMP), the Privacy Act of 1974, and Section 508 of the Rehabilitation Act of 1973.
  • Develop and enhance Drupal custom theme to ensure proper rendering of site contents, including data visualizations of a scientific and technical nature.
  • Interface with staff as needed to gather project and security requirements, notably the NHGRI Information Technology Branch (ITB), NIH Center for Information Technology (CIT), NIH Information Security Program, the NIH Library (NIHL) and other teams.
  • Ensure changes to production web applications and products are planned and approved.
  • Works to ensure the availability of web applications and products; plans and communicates expected downtimes with key stakeholders, including management and downstream infrastructure providers (e.g., ITB). Communicates unexpected downtime/outages to stakeholders timely.
  • Investigate, trace and debug system issues; identify root causes, document and implement effective solutions.
  • Use Google and other analytical tools for tracking page ranking, Search Engine Optimizations, Page/site speed and bounce rates
  • Organize and lead weekly development check-ins to review development plans for week ahead, report back to PA team lead and CPLB branch chief.
  • Organize and lead bi-weekly (or as-needed) retrospectives to go over lessons learned and share development insights. Report back on progress toward developmental milestones and help to lead establishment of new milestones.
  • Actively manage board (in progress/done, ready to deploy, etc.). Present status reports on current projects and activities and estimates of resources required. Record/document completed projects.
  • Regularly assemble the team to scope and build requirements for projects.
  • Maintain accounts on platforms for all team members to share and contribute to overall direction.
  • Organize “swarms” (everyone dropping what they are doing to help another finish or work on a project) to finish a project that is overdue or extremely urgent.
  • Be an advocate for the team and ensure tasks aren’t blocked or over-budgeted.

Required Qualifications and Skills:

  • Bachelor’s degree in IT, Computer Science or a related discipline.
  • Minimum of eight years of related experience
  • Five years of Drupal experience, including creating custom Drupal 8 themes development, modules, entities.
  • Experience with JavaScript/jQuery, XML, AJAX, CSS, and contemporary web design usability principles.
  • Experience with Open Web Application Security Project (OWASP) best practices, including addressing the OWASP Top 10 when developing web applications.
  • Knowledge of Software development methodologies (Agile, Scrum, Kanban and Waterfall)
  • Experience with Acquia Cloud environment, Apache, IIS Web Server, and SharePoint
  • Experience with Cloud Service providers, including Amazon Web Services
  • Experience with the design, development and maintenance of relational databases.
  • Knowledge of Web design usability principles and Section 508 accessibility requirements.
