The successful candidate will apply methods and maintain tools to track program, project, or task performance data, including cost, schedule, and performance data. In addition, the candidate will be expected to provide oral and written discussion of analytical findings using narrative and graphic forms. The candidate will support all facets of contract project administration and delivery including financials, monthly corporate reporting, subcontractor management, staffing, timesheets, invoicing, and documentation required by the VA. Further, the candidate will support financial reporting components of the program to include capturing and maintaining quantity-based statistics to maintain forecasting and actuals, and generation of monthly invoices.
This is a key personnel position and the candidate will perform tasks requiring the capability to manage multiple projects within a large-scale program that will support total lifecycle budget and complexity within a single task order award. Tasks may include planning, initiating, managing, executing, and closing out small and large-scale projects in support of an agency’s mission.
The candidate will lead a team to support all stages of processing veteran and third party Freedom of Information Act (FOIA)/ Privacy Act (PA) requests for disclosure of Veteran records including request acknowledgement, record extraction, tracking, redaction, bundling, official correspondence letter, secure delivery and request closeout. The candidate will support processes that track request, status, and metrics from end-to-end. The candidate will interface with limited VA client stakeholders, including the COR and VA Privacy Officers, and expected to document and resolve any issues that arise. The candidate will lead the effort to modernize the predominately manual process through automation using commercially available tools and features.
Duties and responsibilities will include, but are not limited to:
Document VA requests via Action Items and develop materials to respond to these requests
Capture and report on quantity-based performance metrics used to track core project functions for status reporting and invoicing
Utilize professional judgement, critical thinking skills and research to improve program processes and resolve issues affecting program performance
Prepare ad hoc presentations and reports and present them to VA stakeholder
Support action item management and definition of program risks
Bachelor’s Degree in business related field, engineering, or a related scientific or technical discipline with at least 8+ years of experience
Must be Scaled Agile Framework ( SAFe ) certified
Most recent experience must demonstrate at least 2 years of automation of business processes in the conversion of manual processes and may include any combination of artificial intelligence / machine learning, natural language processing, and/or efforts utilizing optical character recognition
Must have 6+ years of progressive experience defining, implementing and managing project processes
Must have 4+ years of leading software development or business process automation projects or programs
Must have 2+ years of experience managing contracts or task orders in excess of $10M annually
Must have previous government experience executing CDRL-based contracts / Task Orders
Good team player, able to manage multiple assignments, and adapt to changing client needs
Outstanding written and verbal communication skills with the ability to present business leaders
Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting
Previous Department of Veterans Affairs experience
Active VA access including assigned CAG and PIV
