Job Responsibilities:  The Sustainment Division / Logistics Branch Manager supervises the day-to-day operations of all supply, property accountability, warehouse, shipping/receiving and maintenance (both bio-medical, and vehicle and ground support equipment) operations at the RTS-MED site; responsible for the successful execution of the associated PWS requirements for the Site, in the sustainment functional area.

Responsibilities include all aspects of the Command Supply Discipline Program (CSDP) and Command Maintenance Discipline Program (CMDP) per the PWS and applicable regulations. Ensures GCSS-Army and M3PT documentation is complete and accurate. Responsible for the coordination of supply and maintenance activities and equipment readiness. Maintains hand receipts for all assigned property while overseeing the maintenance of automated systems for accounting of organizational and installation supplies and equipment. Responsible for timeliness of all supply automated reports. Supervises inventories and security of storage facilities and equipment. This position will coordinate internally with the Training Division Manager and Site Manager in scheduling training requirements for instructors from the Equipment Management Branch, and in ensuring that scheduled maintenance of equipment does not interfere with training requirements.

Continually communicates and coordinates actions with the PMO’s Sustainment Manager, as well as the Site Manager and the Government customer Site Director and Property Book and Maintenance support staff on all sustainment functional area matters, ensuring that any potential issues are identified in advance and risk mitigation principles are instituted.

1. Provides technical, administrative, and operational leadership in sustainment matters and assigned task(s), including contract and subcontractor management.

2. Supervises assigned staff.  Determines workload assignments for subordinate teams and personnel.

3. Participates in the development of technical project plans, proposals, reports, and task order and administrative reporting.

4. May also perform high level technical services on assigned task(s).

5. Conducts planning and provides recommendations to customer to meet mission requirements.

6. Attends customer meetings and may serve as primary site liaison.

7. Interacts with vendors, other agencies, and other client staff on behalf of the Site Manager and/or customer, as directed.

8. Coordinates development of deliverables and products.

9. Ensures quality assurance of project deliverables.

10. Maintains current knowledge of relevant technology as assigned.

11. Participates in special projects as required.

12. Manages and is responsible for the successful completion of all tasks in assigned program area including technical work, individual and collective training, maintenance, and budget activities.

13. Directs sustainment activities to meet customer and organization work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems. Interfaces with the Site Director and staff on a regular basis.

14. Ensures property accountability at all times, conducts inventories as required by the PBO IAW Army regulations and SOPs.  Ensures timely and proper reconciliation of discrepancies found during inventories between the PBO and sub-hand receipt holders.

15. Maintains consolidated records of maintenance and training.  Provides required program reports, CDRLs, and other deliverables as specified in the PWS.  16. Uses project management tools to produce schedules, monitor workloads and resources.  

17. Ensures compliance with relevant corporate and government policies and standards, especially in the areas of equipment and vehicle calibration and scheduled service requirements and prescribed load lists.  

18. Adheres to ethical, behavioral and professional standards at all times, and insists all employees do the same.

19. Monitors working conditions and safety of employees and customers.

20. Prepares and provides various reports and technical reviews to superiors as requested.

21. Participates in special projects as required.

Education/Equivalent Training Required:  Bachelor’s Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience. 

Experience:  Requires 5-8 years of related experience, including supervisory experience, in similar programs involving military sustainment functions. Three years recent experience as an Army supply technician, MOS 92 or 920-series, or joint or civilian equivalent with three of those years at a unit/organizational level operation.  One-year supervisory experience in property management.

Additional experience with military medical units, especially with a field or combat support hospitals is highly desirable.

Unique/Additional Requirements:  Advanced knowledge of the principles, methods, processes, and applicable regulations involved in sustaining military operations; knowledge of relevant military sustainment programs/applications such as GCSS-A, P-BUSE, etc.  Computer literate with the most current Microsoft Windows Operating System, Microsoft Office Systems and possess a working knowledge of current Army automated supply systems.  Valid driver’s license/CDL.
