GDIT is seeking a Web Development Manager to join our team to support the Office of the Director (OD) within the National Institutes of Health (NIH) in Bethesda, MD. As the lead for the Web team, you will manage Web Application projects across a range of technologies, such as Microsoft .Net and LAMP/Drupal content management systems. As a key participant within the web team, you will leverage your technical background and agile methodology knowledge to oversee and manage the operational aspects of ongoing web application projects and serve as liaison between customers, program leadership and the team.
Our team constantly seeks out to provide smart and effective solutions backed by efficient team-built system architectures plus team documented and tested process and procedures. On this program we provide support for 2,700 end-customers residing in approximately 20 buildings. Our team focuses on maintaining excellent customer experience as it relates to service requests and maintains and improves interoperability between IT infrastructure systems.

***This position is 100% remote now but once COVID restrictions are lifted at the client site, you will need to be available to work onsite in Bethesda.
In this role, a typical day will include:
Provide hands-on oversight and technical expertise in application development and maintenance support for custom development
Manage and ensure the timely completion of specific technical projects and efforts from initiation through delivery
Manage a team of six with various application development and maintenance skill sets
Manage the development/enhancement of applications in Microsoft .Net and LAMP/Drupal technology following Agile development methodologies
Prioritize and manage backlogs
Conduct scrum meetings and be responsible for project tracking, analysis and status reporting
Gather requirements from end users to evaluate objectives, goals, and scope to create technical specifications
Evaluate and document system integration, interface requirements, and propose effective technical solutions per OIT requirements
Develop test cases and participate in testing and validation as necessary
Ensure adherence to quality standards, maintain standard operating procedures, and review project deliverables
Support innovation and strategy in the area of Automation and DevOps
Monitor the SLAs in tickets ensuring all SLAs are met
Create ad/hoc reports as requested
Required Qualifications and Experience:
BS/BA or equivalent and five years related experience, or a MS and three years related experience
Minimum of three years of experience in managing Web and Application Development teams
Knowledge of software development processes and procedures
Knowledge of agile methodology and frameworks like Scrum, Kanban etc.
Experience managing and liaising with customers to understand their requirements and documenting them as user stories
Prior experience and some working knowledge of Microsoft .Net development
Prior experience or working knowledge of Drupal or other similar content management systems
Competency in Microsoft applications, including O365 suite, SharePoint, MS Teams and Visio
ITIL v3 Foundations certificate (or ability to obtain within first six months of hire)
Strong communication and collaboration skills to be able to work with diverse customer base
Must be able to obtain a NIH Public Trust
Desired Qualifications and Experience:
Experience leading or working in development environments utilizing Visual Studio with Azure DevOps or similar DevOps tools and technologies
Ability to create parameterized SQL statements for MS SQL Server
Experience with ServiceNow or similar ticketing system
PMP certification
Experience working at NIH or other Federal Agencies
Prior experience or working knowledge of EPLC
Ability to track status for multiple concurrent projects

Additional Details:
Position is full time and onsite in Bethesda, MD
Work schedule is Monday – Friday
Schedule will be between core hours of 7:00 am – 6:00 pm to ensure customer support
