We are GDIT. Our work depends on an IT Policy and Planning Specialist joining our team to support USAMRDC activities at Fort Detrick in Frederick, MD.

As an IT Policy and Planning Specialist, you will assist with managing the strategic and long-range planning processes to include coordinating the development and review of policies and procedures for management and use of IT resources, computing, telecommunications, and associated resources.
HOW AN IT POLICY AND PLANNING SPECIALIST WILL MAKE AN IMPACT
Your expertise will ensure that MRDC IM/IT program and project teams are compliant with all relevant DHA and DoD policy guidelines and instructions.
Provide support for all applicable information management systems, initiatives, and projects covered under the IM/IT Portfolio Management, Capital Planning and Investment Controls (CPIC), and Governance processes.
Serve as the primary support point of contact for the IT Portfolio to include reviewing Memorandums of Agreement (MOA)and/or Understanding (MOU), contracts and other documents for potential IT Portfolio items and to assist in precluding Anti-Deficiency Act (ADA) violations.
Ensure reporting compliance IAW the Clinger Cohen Act, DHA, DoD and Office of Management and Budget (OMB) IT reporting standards.
Support and assist IT Project and Program Managers (PMs) in completing IT portfolio records and, if required, the preparation of documentation or completion of taskers associated to managing the IT Portfolio.
Coordinate completing the DoD's CPIC functions, which includes reviewing the IT Portfolio for potential Defense Business Systems (DBS) and other required existing and/or CPIC documentation.
Facilitate initial, annual, and addendum MRDC DBS certifications as required by the National Defense Authorization Act (NDAA) and through amplifying guidance from the DCSIM.
Serve as the liaison with DHA and PMs for completion of DBS certification documentation, reporting, recording in required repositories, continually monitoring statuses of required reporting and completion of any associated taskers.
Work with IT PMs and MRDC IM/IT staff to track and monitor all IT security reporting in required IT registries, to include the DoD Information Technology Portfolio Reporter (DITPR).
Facilitate the development of project performance, cost, and schedule documents, Investment Spend Plans, Benefits Analysis, and Lifecycle Return-On-Investment and documentation of financial reporting between Resource Management offices and PMs.
WHAT YOU’LL NEED TO SUCCEED:
Clearance: Active DoD Secret clearance
Possess active 8570.01-M baseline certification(s) Security+ CE, CND or equivalent
Proven experience providing DoD portfolio level support with a strong focus on financial planning and federal compliance.
Strong policy, planning, collaboration and communication skills
A/BS or equivalent, 2+ years of experience
2 + years of related experience
