GDIT is preparing for a hiring surge in 2020 to support the Centers for Medicare and Medicaid (CMS) Office of Financial Management (OFM). The CMS OFM is responsible for reducing healthcare exchange errors by establishing a measurement for the improper payment of Advanced Payments of the Premium Tax Credit (APTC) in a given benefit year while accounting for changes in the Patient Protection and Affordable Care Act (PPACA or ACA) policy and regulations. The ACA is a comprehensive health care reform law enacted in March 2010. The law makes affordable health insurance available to more people, provides consumers with subsidies (“premium tax credits”) that lower costs for households with incomes between 100% and 400% of the federal poverty level, and supports the expansion of the Medicaid program to cover all adults with income below 138% of the federal poverty level.

A job opportunity is expected for a Data Analyst for an ACA Program Integrity contract. In this role you will:
Work with data analyst peers to develop content teams and technical specifications used to collect requirements and business rules for the desired reports
Write SQL extract queries for the required data
Support data collection, analysis and visualization projects as needed, including data modeling, database creation, and technical support
Responsibilities + Duties
Design and maintain data systems and databases including fixing coding errors and other data-related problems
Mine data from primary and secondary sources
Reorganize data in a format that can be easily read by either human or machine
Using statistical tools to interpret data sets, identify attention to trends and patterns that could be valuable for diagnostic and predictive analytics efforts
Create appropriate documentation that allows stakeholders to understand the steps of the data analysis process and duplicate or replicate the analysis if necessary
Experience with SAS Administration
Database design in a Software Development Environment as a contributor
Expert user with SQL development to include the ability to write and troubleshoot SQL Code and design (i.e., stored procs, packages, functions, tables, views, triggers, indexes, constraints)
Experience troubleshooting and resolving database integrity and performance concerns
Experience with performance tuning and query optimization
Thorough understanding of relational databases (i.e., MS Access, Oracle, etc.), database normalization best practices, and database technologies and concepts
Experience in a scripting language such as R
Excellent analytical and writing skills
Strong verbal communication skills
Highly motivated and collaborative
At minimum, requires a Bachelor of Science with at least three (3) years of experience in database administration and data analysis.
