Local Registration Authority Job Description

Position Details:

LRA Support Functions. The Contractor shall:

a. Verify Subscriber’s identity.

b. Pre-register users with PKI.

c. Validate NPE certificate requirements and forward revocation requests.

d. Support issuance and renewal of SIPRNet tokens and/or NIPRNet Alternate Smart Card

Logon.

e. Support production of and delivery of an Issuance Report detailing number of tokens issued, revoked, renewed, and any issues encountered.

f. Support retention of all associated documentation for a period of 10 years and 6 months. The retention can be in an electronic format, i.e. scanned images (pdf). If stored in digital format, then originals can be disposed of appropriately.

g. Conduct duties as assigned through NSS/PKI RPS and DoD/PKI RA/LRA CPS.

h. Develop and maintain an OJT package and use guides for applicable workload.

i. Perform duties as outlined in the ADCNOMS PWS and CNSSI 1300

Qualifications:

Contractor staff conducting LRA support functions shall have the following qualifications per CNSS Instruction No. 1300:

a. Have no other duties that would interfere with the duties and responsibilities of a RA/LRA.

b. Have not knowingly been previously relieved of RA, LRA, or COMSEC custodian duties for reason of negligence or non-performance of duties.

c. To be appointed to fill a trusted role in writing by the U.S. Army CIO/G6 official designated in the DoD PKI RA-LRA CPS V1 Section 4.1.2 dated, 25 July 2012 the contractor must comply with the qualifications, experience and clearance requirements per CNSS Instruction No. 1300:

i. Have not been denied a security clearance or had a security clearance revoked;

ii. Be appointed in writing;

iii. Hold a minimum clearance of a final U.S. SECRET;

iv. Be a U.S. citizen;

v. Have successfully completed a training program for their role; An LRA must receive DISA training either from DISA or an instructor-qualified RA. RA and LRA retraining or refresher will be, conducted as required by DISA.

vi. Have demonstrated the ability to perform their duties;

vii. Have no other duties that would interfere or conflict with their responsibilities as defined in Section 5.2.1 of CNSS Instruction No. 1300;

viii. Have not been previously relieved of a trusted role duties for reasons of negligence or nonperformance of duties; and,

ix. Have not been convicted of a felony offense.

d. Additional qualifications are:

  • DoD 8570.1-M Certification: IAM Level I Certification
  • Clearance: Secret
  • 2 – 8 years of experience in information technology field
  • BA/BS or equivalent experience
