The Marketplace Assister Technical Support (MATS) contract provides in-person assisters with technical support services that enhance assisters’ knowledge and skills so they can facilitate enrollment in insurance coverage, Medicaid, and the Children’s Health Insurance Program (CHIP) through the Affordable Care Act of 2010. These support services include, but are not limited to: the development and provision of assister certification and supplemental trainings, in person assister email help desk support, the development and provision of assister continuing education programs, the maintenance of assister email inbox operations, Certified Application Counselor (CAC) application processing, the development and implementation of an inquiry response and tracking system, and the provision of technical support to the in-person assister community. The Centers for Medicare & Medicaid Services (CMS) believes these services are critical to improving resources and support available to in-person assisters as they work with consumers, especially those with complex eligibility cases or in difficult-to-enroll populations.
