The Affordable Care Act (ACA) requires every state to establish a health insurance exchange (also called Health Insurance Marketplace℠) to facilitate the purchase of health insurance for individuals and small businesses. Through the Center of Program Integrity (CPI), CMS has strong oversight and internal controls to protect consumers enrolled in the Marketplaces and safeguard taxpayer dollars. CMS develops and enforces rules for insurance Agents and Brokers, and others who assist with FFM enrollments. The Marketplace Program Integrity Contractor (MPIC) supports this oversight. Through research, investigation, and data analysis, the desired outcomes of the MPIC efforts are to prevent, detect, and resolve noncompliance with Marketplace rules, requirements, and laws; recommend administrative action to CMS; and recommend referral to law enforcement if it identifies potential fraud, waste, and abuse (FWA).

Job Overview

This is a job opportunity for a Quality Analyst to support MPIC activities.  The Quality Analyst will work within a dynamic team of data analysts and investigators to ensure the quality of processes and deliverables.  In this role, you will:

  • Review all deliverables for grammar, consistent language, and punctuation
  • Review all spreadsheet deliverables for consistency and formatting
  • Work closely with investigators to encourage consistent language in investigative reports
  • Develop and maintain QA procedures to ensure consistent, high quality products
  • Help develop non-software document version control processes
  • Help plan and maintain the team SharePoint site
  • Develop, implement, and monitor peer review procedures
  • Maintain document templates
  • Prepare and review meeting minutes
  • Identify and remedy defects within team QA operations
  • Suggest creative and active solutions for identified problems
  • Maintain plans to safeguard PII and PHI
Required Qualifications
  • Bachelor’s degree or equivalent
  • Three (3) years of experience writing, reviewing, and editing technical documents
  • Two (2) years of experience leading quality assurance initiatives and implementing quality control procedures
  • Advanced computer skills with Microsoft Office: Word, Excel, & PowerPoint
  • Experience with SharePoint site administration and/or maintenance

Value-Add Experience

  • Strong written and oral communication skills
  • Highly organized with an ability to multi-task and meet deadlines
  • Experience with and/or strong understanding of ACA policies and regulations related to consumer enrollments, requirements, and Agent/Broker and Navigator responsibilities
  • Experience working with SharePoint site administration and/or maintenance
  • Experience with FWA claims and investigations
  • Former government contract experience
  • Bilingual skills are a plus
