The Navy’s Personnel Modernization (PersMod) Authoritative Data Environment (ADE) team is seeking a Sr. Program Manager to support the further development of an Authoritative Data Environment (ADE 2.0). This position may be supported remotely.
This is an opportunity for a technology-savvy program manager to join the Navy’s Personnel Modernization program as the Authoritative Data Environment (ADE) lead. This is a high, performing fast past team that requires strong leadership and communication skills. As the Authoritative Data Environment Task Order lead you will plan and direct the work of individuals, teams and managers. You will also optimize program finances according to organizational objectives while continuously looking for ways to improve finances across areas of responsibility. You will act as the clients trusted adviser; deliver program reviews to senior leadership within GDIT and the Navy. You will define, implement and use program metrics for scope, schedule, cost, quality and general decision along with helping to define staffing needs across the organization.
You will have experience managing a medium sized team, creating plans, mitigating risk and managing a P&L. You will have excellent communication and interpersonal relationship skills along with the demonstrated ability in team building, coaching and mentoring.
Required Education and Experience:
Bachelor’s degree, preferably in computer science or related IT focused area.
Experience in AWS (GOVCLOUD ideal) solution architecture implementation, accreditation and cyber security policies/processes
Proven experience in managing medium to large scale enterprise projects, gathering and communicating technical requirements
Experience using program management tools such as JIRA, MS Project, SharePoint, as well as building and using analytical models (e.g., capacity planning, trending, etc.) in Excel or other tools is preferred.
Experience solving challenging engineering problems with multiple constraints
Evaluating enterprise DW architecture feasibility, risk and technologies related to business change (i.e. assessing, identifying and recommending BI and related business stakeholders data requirements; data analytics solution prototyping and development; processes and performance from business and technical standpoints; and the impact of data changes on business and/or IT processes.
Demonstrated deep knowledge of technical program management and software engineering best practices
Diverse IT program experience, must be well-versed in full systems development life cycle methodologies, strategic information planning, data analytics and data science, business process re-engineering, and management practices.
Experience driving overall strategy and teams across organizations
Experience with Navy Human Resources/Fleet Management highly desired but not required.
5+ years of experience with data management and data analytics tools and systems, such as DataBricks, Tableau, R Studio, and various ETL tools.
The likely salary range for this position is $140,000 - $210,000. This is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
