General Dynamics IT is seeking Data Access Development Team Full Stack Developer to support the National Oceanic and Atmospheric Administrations (NOAAs) National Centers for Environmental Information (NCEI). This position is part of a team that supports the NCEI Data Stewardship Division’s Data Access Branch which provides access to the world’s largest environmental data archive. The successful candidate will work closely on a team responsible for the development of data access enterprise systems as both a full stack developer. This team supports:
  • Enhancing and/or troubleshooting existing and new code for systems based on stakeholder requirements that increase a user’s ability to search and order environmental data.
  • Testing of emerging versions of software systems to ensure stability and security before deployment to production tiers.
  • Maintenance development support for legacy systems including software enhancements and CI/CD configuration updates.
This position is primarily for a full stack software developer to work on a Scrum team. The candidate will work alongside a product owner and data access architect to provide scheduling and prioritization leadership for the team as well as with other developers and operators to identify root causes of production problems and deficiencies. The candidate will be expected to:
  • Perform software development of legacy and emerging software systems in support of NCEI’s data access enterprise function.
  • Keep the inner workings of the team flowing smoothly by overcoming obstacles to communication within the team and with other teams in the NCEI.
  • Conduct routine Agile ceremonies such as daily stand-ups, story planning, sprint reviews, and retrospectives.
  • Have a broad understanding of technical tools, Linux command-line interfaces, and system architecture across various platforms, both legacy on-premise, and cloud-based.
  • Translate and communicate project requirements to other developers and operators.
  • Hold a professional degree in computer science, systems engineering, computer engineering, or a similar field.
Required Skills:
  • Proficiency in Java(8+), Python(3+), and/or Perl scripting.
  • Demonstrated experience with Agile Scrum methodologies(5+). Familiarity with Agile team management tools such as Atlassian Jira.
  • Strong interpersonal skills and the ability to collaborate with other teams.
  • Professional and effective written and verbal communication skills to management and team members.
  • Familiarity with Jenkins and/or other deployment tools.
  • Familiarity with Git and/or other version control systems in a team development environment.
  • Experience using Windows or Mac iOS operating systems.
  • Experience with Linux CLI.
  • Experience with Google G-Suite, Microsoft Office, Atlassian Confluence, and/or similar team communications and collaboration tools.
Preferred Skills
  • Experience with microservices/service-oriented architecture. This includes an understanding of application programming interfaces (APIs) and protocols such as REST.
  • Demonstrated development and/or administration experience with Oracle and other enterprise RDBMS tools.
  • Working with junior developers to increase team knowledge and capability.
  • Experience with the implementation of application stacks using cloud services. AWS is a plus.
  • Familiarity with containers, data indexing, and workflow management tools such as Docker, Elasticsearch, and NiFi.
  • Familiarity with cloud-optimized data file formats such as Zarr, Parquet, etc. as well as traditional scientific file formats such as GRIB, netCDF, and HDF5.
