The Sponsor is looking for a Subject Matter Expert IT Project Manager (PM) to provide IT requirements management support to the Sponsor’s Partner. This individual will be part of a team providing IT project management support to the tenants within the Sponsors Partners compound and several exterior Sponsor Partner facilities. This will be a challenging and dynamic position that will continue to evolve as the Sponsor’s Partner grows. Current activities would include, but not be limited to: brokering Sponsor Partner technical requirements to Sponsor (and other) service providers; leveraging Sponsor and Sponsor Partner resources and managing customer expectations; and working across all levels of management, other branches and service providers to define requirements, develop schedules, and manage project plans.

The IT Project Manager (PM) shall work with their manager and/or other representative to achieve the objectives of the project they are assigned to. The PM will be expected to use the Sponsor Project Management Framework (PMF) to manage their projects to include Agile methodology. In addition, the PM may serve as a Business Analyst on service(s) that Sponsor offers. The PM is responsible for the overall management of the specific projects and ensuring that the technical solutions and schedules are implemented in a timely manner. The PM is responsible for all aspects of the project including schedules, documentation preparation, and customer interaction. The PM will be expected to clearly present information; read and interpret complex information; interact with customers; listen well and work through others to obtain results.

Required Skills:

  • Excellent interpersonal skills, including demonstrated ability to work effectively in a fast-paced environment, and ability to interact and communicate with stakeholders effectively.
  • Demonstrated on-the-job experience with data analysis, gathering and developing business requirements, and visualizing content that would provide an enhanced understanding of the information.
  • Demonstrated on-the-job experience utilizing Lean Agile methodologies to improve management of requirements and delivery of functions.
  • Demonstrated on-the-job experience as a project manager and primary point of contact leading large, complex, high priority, and high visibility IT projects while ensuring that project direction, scope and requirements are aligned and communicated across all levels of management.
  • Demonstrated on-the-job experience managing the full project lifecycle for software/network projects using Project Management Principles. This includes: managing day-to-day activities, developing project timelines, presentations, deliverables, PMPs, any security related documentation, risk management plans, etc.
  • Demonstrated on-the-job experience creating and managing project schedules and utilizing Critical Path Method (CPM) schedule development, baseline, and Earn Value Management (EVM) schedule controls, and agile methodology.
  • Demonstrated on-the-job experience briefing how a project schedule was created, baseline information, and how schedule changes would be implemented.
  • Demonstrated on-the-job experience with resource management, to include identifying allocated resources and identifying over and under allocations, and balancing project schedules and critical tasks. This includes using project management tools not limited to Primavera to demonstrate which resources are assigned to what project and if they are over/under allocated.
  • Demonstrated on-the-job experience participating and facilitating information sessions, control gates with other Project Managers, customers, stakeholders, and management to provide proper documentation and terminology that would ensure understanding and buy-in.
  • Demonstrated on-the-job experience using enterprise project management tools, to include Primavera.
  • Demonstrated on-the-job experience leading rapid development IT projects.
  • Experience in leading IT projects for development of applications in the C2S environment.
  • Experience in managing the full project lifecycle for IT infrastructure projects using Project Management Principles.

Directs functional testing of various projects or systems.

Researches, identifies, and recommends resources required for task execution and completion.

Develops new functionality or updates the existing, to meet client needs.

Writes and updates project documentation including procedures, presentations, and training materials.

Performs functional allocations to identify tasks and their inter-relationships.

Consults with clients to determine optimum design for assigned projects.

May provide guidance and work leadership to less-experienced analysts.

May serve as a mentor to experienced analysts.

May serve as team or task lead. (Not a people manager)

Serves as advisor to clients in assigned subject areas, recommends functional changes, and identifies areas for further investigation.

Generates recommendations in the form of briefings, reports, and other major documents provided to senior level client personnel.

Recognized as an industry leader in a specific area.

DESIRED QUALIFICATIONS: BA/BS (or equivalent experience), 20+ years of experience
