We are seeking a System Engineering Team Manager for Oracle eBusiness Suite (EBS) to join our team to support our client Centers for Medicare and Medicaid Services (CMS), Division of Dept Of Health and Human Services. You will have the opportunity to work 100% remote from home, with a hybrid schedule to come into the Windsor Mill, MD office two times a month.

As a System Engineering Team Lead supporting CMS Financials, Budgeting and Reporting systems as part of CMS HOM project, you will be trusted to manage team of System Engineers with their day to day activities along with hands on experience of tuning the EBS code.

There are an average of 46,000 new account receivables and 168,000 payments processed per day along with 20,000 queries/reports run daily. Utilizing Oracle Federal Financials as the base application of HIGLAS, it provides CMS with a uniform financial management system to account for over $1 Trillion in outlays for healthcare each year across multiple lines of business.

RESPONSIBILITIES:

  • Responsible for overall system performance, capacity planning.

  • Develop and implement technical solutions and strategies.

  • Lead a team of systems engineers, including management of development needs and resource planning.

  • Oversee the planning, design and implementation of new Application projects and enhancements.

  • Identify and resolve issues, handle escalation and communicate to management.

  • Follow established standards and change management policies.

  • Lead and direct requirements and architecture process areas.

  • Drive technical excellence for meeting technical standards and processes.

  • Oversee, measure, and assess applications performance.

  • Plan short- and long-range projects to increase system efficiency.

  • Drive system platform adoption and usage.

  • Capacity Planning review and recommendations.

  • Troubleshooting and Fixing performance issues, Profiling, Code Reviews, Final Recommendations, Reporting, Final Presentations to Application Owners and Business users, 24x7 Production Support, Escalation POC, Tools and Technology Evaluation, Training and sharing best practices.

  • Perform Design and Code Reviews and provide recommendations, develop performance Test Strategy and Monitoring Strategy; Collect, review and report performance metrics, mentor developers in performance-aware programming practices.

REQUIRED QUALIFICATIONS:

  • BS or equivalent + 10 Years related experience, or MS + 8 Years related experience in System Engineering.

  • Proficient in all stages of project lifecycle from gathering business requirements and mapping to functional and technical requirements plus analysis, solution design, development, integration, testing, training, and implementation of software applications using Oracle Applications E-Business Suite.

  • Extensive experience in Oracle Applications modules which include:

    • Accounts Payables  

    • Accounts Receivables

    • General Ledger

    • Federal Financials

  • Purchasing, Grants, System Administration and Application Developer

  • Working knowledge of Oracle Technologies and Tools, such as:

    • Oracle 19C

    • Oracle Forms 6i/10g

    • Oracle Reports 6i/10g

    • PL/SQL, SQL, XML Publisher  

    • OA Framework

    • Java

    • SQL*Plus, SQL*Loader, Toad, UNIX Shell Programming, GitLab.

  • Ability to obtain and maintain a Public Trust clearance and have resided in the US 3 out of the last 5 years per contract requirements.

  • Must be a US Citizen or Green Card Holder to be considered for this position.
